The major duties include but are not limited to:

  • Acquires Books and Other Informational Materials duties include: Makes recommendations for purchases in the area of patient education, patient general library, and medical reference; assists in the development of the medical library and patient library/education collections; assists in writing portions of procedures manuals for library operations; participates in formulating plans for collection development, changes in physical facilities or improved automation services by providing factual data, such as usage statistics, frequently asked reference questions or descriptions of problems with particular software.
  • Program Management duties include: Develops and manages the patient library collection to meet user needs, including identifying gaps in collections and recommending new publications or other informational items; provides services such as: the public access catalog, circulation, reference and other user services, inter-library borrowing and document delivery from other libraries, collection management and/or selection and evaluation of information resources; plans, develops, implements, evaluates and updates the Patients' Library program; responsible for day-to-day management of the Patient Library to include monitoring the facility's safety in order to ensure a safe environment for Veterans and others using the area; maintains statistical records of the library's usage, ensures that all equipment is working properly, reports any needed repairs to appropriate staff and sees that library materials are re-shelved on a daily basis; establishes, implements, reviews and revises program guidelines, policies and operating procedures as they relate to the library; recommends purchases; monitors program budget; develops and implements corrective measures and new procedures to improve and/or expand services; participates as an active member and resource specialist for interdisciplinary hospital-wide committees; provides expert skills to include assessment of reading level, content validity and appropriateness of materials; develops Library manuals, publicity and educational handouts for Medical Center use; serves as an advocate for new technologies to meet users' changing learning needs and expectations.
  • Provides Reference/Public Services duties include: Provides guidance and access to information resources through databases, telecommunications networks and cooperative arrangements; answers questions directly or directs clients to resources that include books, journals, photographs, videotapes, electronic database information, bibliographic citations or instructions as to how and where to find relevant information; provides readers' services including general and specialized reference service, circulation, preparation of bibliographies, content management systems, reading lists and bibliographic instruction; utilizes a variety of electronic resources and extensive reference materials to instruct and assist students with research and use of resources; provides on-line literature searches of scientific and technical literature; prepares bibliographies of library materials, physical or electronic and links to e-information; prepares exhibits, publicity materials and various special or recurring reports and studies on all facets of library operations; provides technical advice, guidance and instruction to library technicians, medical center staff and Veterans as well as volunteers; checks in and out materials, registers and/or updates patron records and updates collections in the library's Integrated Library System; instructs medical, nursing, allied-health and administrative staff, trainees and students in the proper use of the library: circulation procedures, availability of materials, literature searching, databases, use of catalog, files, etc.; instructs patients and their family in getting information from appropriate sources using the Internet.
  • Catalogs Library Materials duties include: Performs original cataloging in machine-readable cataloging format where the bibliographic characteristics of the material are relatively easy to determine and cataloging decisions are made within established standards; keeps an up-to-date online card catalog of materials available within the Medical Center; maintains a vertical file of ephemeral material and decides what should be retained and classified; performs routine charge desk procedures, recordkeeping, circulation procedures, mail receipt, maintain statistical records, compile figures and prepares reports as assigned.
  • Performs all other duties as assigned.
Work Schedule: Monday through Friday, 7:30 am - 4:00 pm. Subject to change based on the needs of the agency.

Qualifications

In order to qualify for this position, all applicants must meet one of the following Basic Requirements:

1)Completion of one (1) full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree. 2) A total of at least five (5) years of a combination of college-level education, training and experience. NOTE: To qualify on this basis, you must establish conclusively that the education, training and experience provided a knowledge and understanding of the theories, principles and techniques of professional librarianship; knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. ~AND~

In addition to meeting one of the Basic Requirements above, to qualify for this position at the GS-10 level, you must meet one of the following:

Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given me the particular knowledge, skills and abilities required to successfully perform the duties of a Librarian, and that is typically in or related to the work of the position to be filled. Experience must have demonstrated the ability to perform, supervise or direct one or more of the functional areas of work covered by this series; to understand the concepts, theories, new developments and co-relationship of information in related fields; and to maintain up-to-date information on the state of the art. Specialized experience would be assisting as an information specialist providing reference services, literature searches and information consulting to professional staff, trainees and clients within a healthcare, public or academic library environment; possessing knowledge in theories, principles and techniques of professional librarianship as applied in medical libraries; applies terminology of health care disciplines (i.e., medical, surgical, dentistry, nursing, mental health fields, pharmacy, etc.) to interact with clients posing clinical questions and perform reliable searches; using information tools in varied formats in determining the most appropriate sources for locating information and developing search strategies for extracting information; and experience as a Medical/Hospital librarian with actual practical knowledge of medical/nursing databases and consumer health resources. Specialized experience includes serving as a Medical/Hospital librarian (does not include Public or School librarians) searching multiple health-related databases including, but not limited to, MEDLINE, CINAHL, Psyclnfo, Cochrane Collaboration and UpToDate to provide reliable information that informs clinical and management decisions. Education Substitution: Successful completion of two and one-half (2 1/2) years of progressively higher-level graduate education in library science or I have a doctoral degree (Ph.D. or equivalent) related to this position as a Librarian (Medical Sciences). Combination: Equivalent combinations of successfully completed graduate level education (beyond the first year and one-half) and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. Physical Requirements: The work of this position involves regular and recurring physical exertion such as long periods of standing, bending, stooping and reaching in card catalogs, shelf lists and stack areas; lifting of moderately heavy (up to 25 pounds) items such as boxes and stacks of books, indexes and audiovisual programs and equipment.
Although most work assignments are accomplished in a general office setting, the work involves many ward visits and moderate risks requiring special safety precautions due to the regular and recurring exposure to infectious disease and mentally disturbed, and potentially dangerous, patients.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
