The Defense Counterintelligence and Security Agency Office of General Counsel is recruiting for two positions serving in the Personnel Law, and Administrative Law, divisions. As Assistant General Counsel, you will have the opportunity to advise and defend the nation's largest counterintelligence and security agency in the federal government, responsible for providing Personnel Vetting, Critical Technology Protection, Counterintelligence, Training, Education and Certification. You will provide legal support to DCSA leadership, management, supervisors, and staff on difficult issues involving all aspects of employment law. As personnel law attorney, you will represent or assist in the representation of DCSA before third parties including the Merit Systems Protection Board, Equal Employment Opportunity Commission, federal district courts, or other legal fora. As a government information law attorney, you will be advising on the application of the FOIA, Privacy Act, and other authorities to agency operations, which include collection of sensitive personal information in connection with the agency's personnel security missions. You will have opportunities to grow and develop new legal skills, knowledge, and abilities, and tackle new and emerging issues facing DCSA.

Qualifications

In accordance with DoDI 1442.2, to be qualified, you must meet the following requirements:
(1) Possess a first professional law degree (LL.B. or J.D.)

  • Law school transcripts MUST be provided. Failure to provide transcripts with your application will result in you being rated ineligible for this position.
(2) Be an active a member of the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia.
  • Failure to submit proof of current bar membership with your application will result in you being rated ineligible for this position.
(3) One of the following qualifications:
  1. a). One year of professional legal experience.
  2. b). The second professional law degree (master of Laws (LL.M.) provided it required one full academic year of graduate study.
  3. c0. Superior law student work or activities as demonstrated by one of the following:
    1. Significant summer law office clerk experience; other evidence of clearly superior accomplishment or achievement.
    2. Full-time or continuous participation in a legal aid program as opposed to one-time, intermittent, or casual participation;
    3. Special high-level honors for academic excellence in law school (e.g., membership in the Order of the Colf, winning of a moot court competition, or membership on the moot court team that represents the attorney's law school in competition with other law schools).
    4. Work or achievement of significance on one of the attorney's law school's official law reviews or journals.
    5. Academic standing in the upper third of the attorney's law school graduating class.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-09 in the Federal service and are prepared to take on greater responsibility.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level however, in accordance with
DoDI 1442.2, you must possess a first professional law degree (LL.B. or J.D.) to qualify.

Superior Academic Achievement does not apply to DCIPS positions.

VETERANS PREFERENCE/CURRENT OR FORMER FEDERAL
