Help

This position serves as Auditor at a large VA Medical Center having diverse and complex organizations and multi missions, some of which include operations of a substantial medical nature with continual fluctuations in programs and which require specialized accounting treatment and frequent changes to accounting requirement.

Some of the duties include, but are not limited to;

  • Performs operational audits of facility programs;
  • Reviews and evaluates activities and related internal controls; and provides recommendations for improvement of the effectiveness and efficiency of operations;
  • Researches regulations, work standards, related accounting and cost information to make comparison to actual work situations and established program goals for compliance, accuracy and reliability;
  • Reviews internal controls considering aspects of security and accountability to prevent or correct waste, embezzlement, unauthorized use of funds and errors in the various financial or property accounting systems;
  • Inspects and reviews fiscal and related accounts, on a continuing and recurring basis, to determine compliance with established policies, procedures and regulations;
  • Determines that accounting records accurately reflect the original documentation from which derived and that internal control is properly exercised; assure accuracy and timely submission of scheduled reports;
  • Reviews and examines contracts, purchase orders, and any other obligating document as well as disbursement vouchers liquidating such obligations, to ascertain that they have been properly executed and entered against pertinent accounts;
  • Assures payroll procedures to comply with existing regulations by means of selective tests for accuracy of computations, authority for rates of pay and proper deductions, evidence of hours worked, leave records, overtime, and accounting for each specific transaction;
  • Serves as a consultant to operating officials providing not only the auditor's findings on financial transactions but also assisting, through objective appraisal of the manner in which financial accounting policies are carried out, in developing adequate operating procedures;
  • Prepares and submits official reports, correspondence and complete and adequate working papers to reflect methods and proceduresin effect; internal controls exercised; adequacy of administrative operation; deficiencies, irregularities, and exceptions noted; effectiveness of the overall program; determination of areas of weaknesses; detection of theft or fraud; any critical problems and recommendations for appropriate corrective action;
  • All other duties as assigned

Current and former Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). Time-in-Grade Restriction: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. The grade may have been in any occupation but must have been held in the Federal service.

Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) and (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/31/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Basic Education Requirements:

  • Possess a degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (TRANSCRIPT REQUIRED)~OR~
  • Possess a combination of education and experience, which includes: At least four (4) years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following:
    • a) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR
    • b) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR
    • c) Completion of the requirements for a degree that included substantial course work in accounting or auditing, (TRANSCRIPT REQUIRED)
You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Systematic examination and appraisal of financial records, financial management reports, internal controls and practices that affect the financial condition and operations of a Healthcare facility and/or large financial institutes function; perform internal audits; utilize auditing and accounting theory, concepts, standards, techniques, and practices; assuring professional accounting principles are being applied, sound financial management principles are being applied consistently with applicable laws and regulations and identified deficiencies are being followed up and corrected; communicate effectively both orally and in writing; and ability to work independently. (Experience must be documented in your application/resume for full consideration.) OR,
  • Education:
    Ph.D. or equivalent doctoral degree

    OR

    3 full years of progressively higher level graduate education leading to such a degree. The 24 hours may include up to 6 hours of credit in business law. (TRANSCRIPT REQUIRED). OR,
    LL.M., if related.
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond at least four (4) years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The position requires the usual dexterity of limb and mind. Occasionally, there is some physical activity in securing records that have been filed in local storage.
