Help

This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.

Major Duties

As the Deputy Executive Officer of OFAM's Office of Operations Management, you manage the day-to-day operations of the Office, and act for the Office Director in his/her Absence with full responsibility for their assigned functions.

Your major duties and responsibilities include:

  • Serving as a principle advisor to OFAM's senior leadership on all workforce matters, including advising senior management on the allocation of human resources in OFAM.
  • Providing oversight and coordination of the work of administrative and support staff regarding OFAM-wide processes and procedures in areas of domestic and foreign travel; requests for IT software, hardware and phones; space allocations and property; payroll and time and attendance matters.
  • Assisting in preparation of budget plans, reprogramming and transfer requests, and adjustments in conjunction with OFAM's Executive Officer.
  • Coordinating financial management regarding obligations, and expenditures for contracts and cooperative agreements.
  • Serving as a credit card approving official and overseeing credit card purchases and supply orders.
  • Managing contracting for all procurements, including reviewing the organization's procurement actions for adequacy, appropriateness, procedural requirements and compliance with agency and appropriate federal procurement regulations.

QUALIFICATION REQUIREMENTS:

In order to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

Examples of the minimum qualifying experience equal to the GS-13 level include the following types of tasks performed on a regular and recurring basis:

  1. Supervising a staff that includes administrative and technical guidance (i.e., preparing reports or presentations with statistical data) on federal regulations, policies and processes related to contracting, procurement, and acquisitions to ensure organizational compliance and efficiency in operations;
OR
  1. Leading a staff, multiple projects, or workgroups on a full range of administrative management activities (i.e., budget and financial management, contracting, human resource management, travel management, employee performance management, time and attendance, property and facilities management, etc.)
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

CONTRACTING/PROCUREMENT - Knowledge of various types of contracts, techniques or requirements (for example, FAR) for contracting
or procurement, and contract negotiation and administration.

LEADERSHIP - Inspires, motivates & guides others toward goal accomplishment; coaches & mentors subordinates; adapts leadership styles to a variety of situations; models high standards of honesty, integrity, trust, openness, & respect for individuals by applying these values to daily behaviors.
