Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This position is established to provide assistance to higher grade painters and to perform the common and more typical tasks of the trade assisting journey level workers in the application of coating materials on wood, metal, glass, synthetic, concrete, and other surfaces.

Duties

Help
  • Provides assistance to higher grade painters and performs the common and more typical tasks of the trade.
  • Utilizes power and hand tools common to the painter trade selected by the painter.
  • Drives a utility truck or similar vehicle to and from the work site in order to transport self, supplies and other employees.
  • Assists the painter in the proper mixing of paint and the basic applications to a variety of surfaces.
  • Assists with painting various surfaces such as drywall, wood, concrete, logs or metal.

  • Appointment to this position is subject to a background investigation to determine your suitability for Federal employment.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Employee may be required to report to work during periods of inclement weather.
  • Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.
  • This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.
  • You will be asked to sign an agreement acknowledging that you are aware of the obligation and willing to be displaced under reduction in force procedures upon the return of the former incumbent.
  • This is a Term position scheduled to last 3 years. A term position may be extended to a maximum of six years depending upon the needs of management.

There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Painter Helper ~ without more than normal supervision. I have the ability to perform common duties brushing, rolling, and spraying, by the use of a variety of coating materials (e.g. paint, varnish, lacquer, shellac, epoxy resin, and Teflon) on wood, metal, glass, synthetic, concrete, and other surfaces; applies special finishing techniques such as marbling and graining, by using coating materials that are prepared in special ways. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating.

  • Physical Effort- Employee prepares and coats surfaces from ladders, scaffolds, and platforms, and where the surfaces to be coated are in cramped and hard-to-reach places. Employee is required to stand, stoop, bend, kneel, climb, and work in tiring and uncomfortable positions. The employee will frequently lift, carry, and set-up materials and equipment that weight up to 5 kilograms (10 pounds), and occasionally will handle materials and equipment that weigh 18 kilograms (40 pounds) and over.
  • Working Conditions: Work is performed inside and outside, where dirt, spray, and fumes are normally present. The employee may be required to prepare and coat surfaces outside in bad weather. Employee must wear protective equipment and clothing that are often heavy and uncomfortable. Protective equipment may be worn for extended periods of time. Employee is frequently exposed to the possibility of cuts and bruises, and occasionally is exposed to the possibility of broken bones from falls from ladders or similar structure.
