Summary

This position is located in the Legal Division of the Consumer Financial Protection Bureau (CFPB). The incumbent serves as an Attorney-Advisor and performs duties in the Legal Division's Office of Law & Policy. The incumbent will advise the Director and Bureau components on the Bureau's authorities and jurisdiction, the interpretation of Federal consumer financial statutes and regulations, and matters of administrative law.

The following are the duties of this position at the CN-71, broadly equivalent to the GS-15. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position. Attorneys at CFPB may be eligible for promotions subject to the Bureau's Attorney Hiring & Promotion Policy.

  • As a senior attorney in the Legal Division, the incumbent provides expert legal interpretations on extremely complex issues and the most difficult legal matters. Assignments often involve the review and interpretation of legal issues that have exceptional breadth and intensity of effort, are ambiguous or involve conflicting or incompatible goals and objectives requiring extensive interpretation.
  • Leads and manages complex, cross-cutting matters and projects, working independently or with minimal guidance.
  • Demonstrates good judgment and appears independently on behalf of the Legal Division in meetings with high-level Bureau officials and interactions with internal and external parties, including meetings where the Director and stakeholders are not in alignment on novel, most complex, cross-cutting issues.
  • In the most complex matters under the guidance of management, researches and provides written and or oral analyses to answer legal questions and address issues relating to constitutional and administrative law, consumer finance law, the Dodd-Frank Act, and other laws and regulations arising out of the CFPB's exercise of its rulemaking, supervisory, enforcement, and other authorities.
  • In the most complex matters under the guidance of management, reviews rulemaking and other documents, researches and provides written and or oral analyses to answer questions regarding the effects of provisions of proposed legislation, or proposed changes in agency policies or regulations.
  • Leads and coordinates teams of attorneys and support staff to research and analyze the legal questions described above.

Qualifications

Minimum Qualifications for the CN-71, CN-60 and CN-53:

  • Law Degree: Applicants must be a graduate of an accredited law school with an LL.B., J.D. or equivalent; AND
  • Bar Membership: Applicants must be a current member of a bar with a valid license to practice law in a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico; AND
  • In addition to the minimum qualifications (Law Degree & Bar Membership) you also have to meet the years of related legal experience or specialized experience substitution for each grade you apply to:


For the CN-71 you must have:

  • Seven (7) years of legal experience, one of which must have been at the CN-60 level or equivalent (GS-14). Such experience must include experience as a licensed attorney in order to be creditable, OR
  • You must have thirty-six (36) months of specialized experience at the CN-60 level (equivalent to the GS-14 level) that equipped you with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position.

For the CN-60 you must have:

  • Four (4) years of related legal experience. Such experience must include experience as a licensed attorney in order to be creditable; OR
  • You must have twelve (12) months of specialized experience at the CN-53 level (equivalent to the GS-13 level) that equipped you with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position.

For the CN-53 you must have:

  • Three (3) years of related legal experience. Such experience must include experience as a licensed attorney in order to be creditable; OR
  • You must have twelve (12) months of specialized experience at the CN-52 level (equivalent to the GS-12 level) that equipped you with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position.

Specialized Experience for the CN-71, CN-60 & CN-53:

  • Experience in administrative law, Federal consumer financial protection or regulatory law are highly desirable.


The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Education

Law Degree: Applicants must be a graduate of an accredited law school with an LL.B., J.D. or equivalent.
