Summary

You will serve as the Deputy Director for Security Studies of the Daniel K. Inouye Asia Pacific Center for Security Studies (DKI APCSS). As the Director's senior advisor, the Deputy Director is afforded full latitude of the position, to enhance, efficiency, innovation, and cooperation within the Center and opportunities for collaboration with key mission stakeholders, allies and partners to support the Center's mission.

Duties

Help
  • You will formulate plans and programs for the administration and operation of the DKI APCSS and prepare major initiatives for the Director's approval IAW DoD directives and policy guidance.
  • You will implement the Daniel K. Inouye Asia-Pacific Center for Security Studies (DKI APCSS) mission through executive education that is practitioner-centric, activity-based, and technology-enabled.
  • You will facilitate the free exchange of ideas among security professionals and strengthens a conflict prevention framework.
  • You will address security comprehensively with a lens on traditional and non-traditional issues, opportunities, and challenges.
  • You will create inclusive, shared learning experiences through well-crafted programs and expert facilitation.
  • You will value knowledge, networks, and leadership tools as cooperation enablers.
  • You will build human capital as the means to produce policies and strategic plans for effective and accountable security sectors and institutions.
  • You will foster networks centered on DKI APCSS alumni as well as partnerships with educational institutions.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to complete ethics orientation within three months of appointment and submit a Public Financial Disclosure Report, OGE-278e, within 30 days of appointment.

Qualifications

Incumbent must have at least one year of specialized experience in the following areas:

Significant knowledge of and experience in national/international Indo-Pacific security issues and/or foreign policy at a senior level.

Executive level skills in leadership and management of senior level executive training and education programs and knowledge how these programs operate within Department of Defense (DOD).

Executive experience at a senior DOD educational institution or at a university with some experience at a senior or mid-level DOD institution.

Ability to lead and motivate managers to incorporate vision, strategic planning, and elements of quality management into the full range of the organization's activities.

Skill in comprehending the roles and relationships of the components of national policy making and implementation, including the President, political appointees, Congress, the judiciary, state and local governments, and interest groups.

Skill in formulating strategic program plans that assess policy/program feasibility and include realistic short-and long-term goals, objectives, and priorities. Anticipates problem areas and provides feasible options to resolve.

Ability to acquire, administer and control human, financial, material, and information resources in a manner which instills public trust and accomplishes the organization's mission, and to use new technology to enhance decision making.
