Duties

Help

Directs and evaluates the work of the Division.  Uses engineering expertise to plan, direct and supervise the conduct of equipment authorization related activities of the Division, including establishing goals and objectives for these activities.  Responsible for developing Division goals and objectives and implementing policies and procedures in coordination with the Deputy and Branch Chiefs. Reviews documents for regulatory sufficiency, technical accuracy and policy implications.  Examines proposals for new or modified rules and regulations and recommends and defends Division and/or Office positions. Provides expert advice on policy and rules related to equipment authorization and compliance issues, technical and engineering standards concerning various FCC rules, in particular Parts 2, 15 and 18. Develops and supports policies to promote innovation and to ensure efficient use of the radio frequency spectrum. Develops or adapts test methodologies for assessing compliance of new technologies and devices with the Commission’s RF exposure limits. Represents the Office and the Commission in negotiations with representatives of other countries with respect to technical standards and equipment authorization matters. Oversees preparation of the Division’s KDB guidance publications, technical rules interpretations and stakeholder presentations. Researches technical standards, technology developments test procedures, and regulations.  Plans, directs and supervises the conduct of special and highly complex projects of major technological issues with policy and regulatory significance. Works on projects for which there is little in the way of existing precedent; for which existing precedent is not clearly analogous; or that involve disagreements among different parties and government agencies that have arisen within multiple dockets over a long period of time. Oversees and provides guidance to the Telecommunications Certification Bodies regarding the equipment approval process. Oversees/manages all Contracting Officer Representatives (CORs) in the division to ensure the proper management of lab resources and adherence to federal acquisition regulations. Develops requirements and oversees  the electronic Equipment Authorization System. Supports OET Continuity of Operation Plan (COOP) activities, including devolution scenarios, in the event of natural disasters, acts of terrorism, and other man-made disasters. Performs other duties as assigned.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement.  Current Federal employees asking to be considered under Merit Promotion procedures must meet time-in-grade requirements by the closing date of this announcement.  

Candidates must meet all of the specialized experience requirements outlined below in order to be deemed as qualified.

Specialized experience for the GS-15 includes: 

  • Experience overseeing, directing, supervising or managing a subordinate staff;
  • Planning and administering highly complex projects and proceedings of major policy and technical significance related to radio frequency spectrum technologies and equipment authorization related issues;
  • Experience providing technical expertise on radio frequency compliance measurement procedures and policies, including for emissions, human exposure and hearing aids;
  • Writing and directing others in writing detailed and complex technical procedures for equipment authorization and interpretations of technical rules and standards
  • Representing the organization in high-level meetings or conferences;
  • Providing guidance and advice to management and other stakeholders regarding engineering and regulatory issues.

You will be evaluated for this position on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs):Knowledge of day-to-day supervisory functions including the establishment of performance standards, the review of work performance, and the initiation of actions for promotions, reassignments, disciplinary measures and awards.

  • Knowledge of the technical characteristics of telecommunications technologies, particularly wireless technologies.
  • Knowledge of radio frequency measurement methods for determining compliance with the  Commission’s rules applicable to equipment authorization regulated by the Commission.
  • Ability to present and defend Commission policies in frequent, and sometimes extensive, contacts with a wide variety of parties, including private industry, government agencies, Telecommunications Certification Bodies, test laboratories and international organizations.
  • Ability to relate economic and technical considerations to regulatory issues to evaluate divergent points of view and proposals and to present views, findings and recommendations in a clear and concise manner to higher level management.
  • Ability to analyze complex technical issues and where appropriate develop and carry out test programs and prepare reports to inform Commission decisions,  surrounding major sectors of the communications industry.

As this position is being advertised under DEU and Merit Promotion hiring procedures, applicants will be rated on the extent and quality of experience and education relevant to the duties of the position using the hiring procedures outlined below.

How You Will Be Evaluated-DEU Hiring Procedures

The FCC determines the BEST QUALIFIED CANDIDATES based on the major job related competencies and evaluation of your knowledge, skills, and abilities reflected in your application and supporting documents using the CATEGORY RATING PROCESS. Time in grade restrictions do not apply to DEU hiring procedures.

All eligible applicants under Delegated Examining (DEU) will be placed in one of the following three categories:

1. Highly Qualified (Score 90-100) - the applicants possessing a background that demonstrates a superior level of major job related competencies and possession of all evaluation criteria;

2. Fully Qualified (Score 80-89) - the applicants possessing a background that demonstrates a satisfactory level of major job related competencies and possession of the evaluation criteria; and

3. Minimally Qualified (Score of 70-79)- the applicants possessing only the specialized experience described in the vacancy announcement. An automated score is administered based on the on-line application process used.

Eligible applicants will receive a numerical rating based on their responses to the job specific questions for this position. Application of Veterans Preference: The category rating process does not add veterans' preference points or apply the "rule of three" but protects the rights of veterans by placing them ahead of non-preference eligibles within each category. Preference eligibles who meet the minimum qualification requirements and who have compensable service-connected disability at least 10 percent MUST be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.

A selecting official may make selection from the highest quality category ("HIGHLY QUALIFIED") provided no preference eligible in that category is passed over to select a non-preference eligible in the same category. Qualified disabled veterans (30% disabled veterans and at least 10% disabled veterans) who meet the qualification criteria float to the top of the Highly Qualified category and by law must be referred over non-veterans. Under Merit Promotion procedures, applicants must meet the qualifications criteria and receive a score of 90 or above in order to be deemed as BEST QUALIFIED.  Candidates who ask to be considered non-competitively only have to receive a score of 70.
