The Supervisory Health Systems Specialist provides leadership in the development, enhancement, and improvement of national standards, policies, guidelines, and regulations to improve the effectiveness and quality of caregiver support programs. The Supervisory Health Systems Specialist leads national, VISN and field level activities in providing policy guidance and assists with the development of interdisciplinary approaches to accomplish CSP's strategic plan and initiatives in compliance with regulatory, legislative and Mission Act requirements.

  • Functions on a collaborative team with clinical program officials within the CSP as well as other VACO strategic health care groups including those within Patient Care Services (PCS).
  • Develops objectives, proposes policy changes regarding caregiver program related issues and uses judgment in providing advice on the implications and impact on the VHA and VA healthcare delivery systems and coordinates policy implementation with other VACO program officials.
  • Provides direct policy support and clinically relevant advice to the Executive and Deputy Director, CSP, VHA program office staff, VISN directors and VHA facility management.
  • In collaboration with CSP's Director of Communications, develops communication/ education efforts with legislative members, legislative staffers on behalf of CSP.
  • In collaboration with CSP's Director of Communications and CSP's Partnership HSS, establish and maintain clear messaging around CSP and strong partnerships with legislative and regulatory bodies.
  • Lead the development and execution of strategy in preparation of legislative briefings or hearings related to CSP.
  • Lead preparation of clear and concise communications which accurately reflect VA and CSP's position on proposed legislation/priorities.
  • Serves as the subject matter expert on CSP policy and regulatory issues. Measure both broad and narrow impacts of decisions on policies and patient care delivery. Demonstrates the ability to communicate substantive and strategic impacts of decisions on CSP and/or other related VHA program offices' missions. Leads CSP in the formation, writing, development, and distribution of policy related to the provision of CSP services.
  • Continually assesses, updates/revises policies as appropriate to ensure policy is consistent with other CSP, VA/VHA policies, strategic goals, initiatives, or changes to these policies. Ensure policies are appropriately targeted to achieve stated goals, and align with established standards and practices set.
  • Actively collaborates with the Offices of Regulatory Affairs and OGC to promote timeliness and successful response to routine and emergent inquiries, and ensure recommendations from internal and external auditors are sufficiently addressed in CSP policy.
  • Provides the Executive and Deputy Director, CSP and other VACO officials, as well as VISN and VHA facility top management, with information and recommendations on key policy and regulatory issues pertaining to caregiver program needs and support.
  • Develop a reliable information sharing and tracking tools to accurately reflect adherence to CSP policy, legislative and regulatory status.
  • Tracks and analyzes legislation relevant to caregiver support services to implement and monitor regulatory, policy and legislative changes to CSP.
  • Understands and keeps up to date on local, national, and international policies and trends that affect the organization and shape stakeholder views. Is aware of the organization's impact on the external environment.
Work Schedule: Monday - Friday, 7:30am to 4:00pm or 8:00am - 4:30pm
This is a remote position. Selectees will work 100% of the time in a non-VA-owned space outside of the local commuting area of a parent station. The employee's workspace must be suitable for conducting business and as such, remote employees are expected to provide a secure, distraction-free home-based worksite with reliable high speed internet connectivity. The employee will be required to travel to the closest VA Medical Center or VA Outpatient Clinic for issuance of equipment, and as needed for technical support. Selectees will be required to self-certify that their remote workplace meets all safety, privacy, and internet speed requirements

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/27/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

INDIVIDUAL OCCUPATIONAL REQUIREMENT (IOR): An IOR is a basic requirement that must be met in order to qualify for entry into this job series, and it is something that can't be waived. The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. To qualify for the GS 0671 occupational series, applicants MUST possess one of the following:

Education: Do you posses a bachelor's or graduate level degree in a major field of study such as hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

General Experience
: (for positions above GS-5) in Federal service which included: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:

  • Missions, organizations, programs, and requirements of health care delivery systems;
  • Regulations and standards of various regulatory and credentialing groups; and
  • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. prolonged use of computing systems. Typically, the work is hazard-free, not requiring any special
