Vacancies will be filled in the following specialty areas:
Online Service Division

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

  • Leads the adoption and creation of agency-wide standards for developing user experience services, based upon private sector best practices.
  • Iteratively develops and refines the user experience program strategy, based on interaction with agencies, key stakeholders, and expertise. Keeps abreast of web analytics and digital developments in private industry and brings knowledge into the Service.
  • Leads the development of user experience design initiatives, provides consultation on policy proposals, and provides technical, policy, and programmatic guidance to senior agency leaders.
  • Manages complex stakeholder environments, working with senior level officials across the Internal Revenue Service (IRS), to build support and consensus for IRS user experience digital strategy and goals.
  • Provides trusted expertise and guidance on user experience digital programs to senior IRS and agency officials on policies and programs of national significance.
  • Champions the use of Digital Analytics (qualitative and quantitative measurements) across the IRS on user experience initiatives. Program oversight and guidance will address modern technological developments and management approaches drawing heavily upon private sector best practices and how service design is addressed.
  • Meets with top level managers and executives within IRS to define the overall goals and objectives of the user experience function, or other specific issues.
    Establishes a system to review, control and report on user experience development status. Plans, coordinates and establishes operating methods and procedures for accomplishment of UX mission.
  • Prepares agency directives, IRM issuances, memoranda, Servicewide policy statements and other written guidelines and recommendations relating to User Experience.
  • Formulates strategic partnerships between key business unit executives to support a robust portfolio of user experience research, prototypes and improvements with Servicewide benefit. Presents and defends designs and key milestone deliverables to executive level stakeholders and Business Operating Division (BOD) leaders.
    Coordinates and represents management's position on complicated and controversial user experience issues between impacted parties. Articulates authoritative information and policy areas in discussions between IRS management and other agency officials (e.g. Department of Treasury, General Services Administration, Office of Management and Budget, US Digital Services, etc.).

  • Must successfully complete a background investigation, including a FBI criminal history record check (fingerprint check).
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: GS-15
To be minimally qualified for this position You must have at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes: Experience using a wide range of analytical methods and procedures to research and advise management on new website service delivery and integration to achieve organizational goals, conduct studies of website use, and implement or recommend changes. Experience with existing and emerging usability engineering processes, procedures, and tools in order to identify user audiences, assess user requirements, needs and satisfaction levels and create user interface designs, prototypes and specifications across multiple platforms. Experience in the use of analytical and evaluative methods to research emerging technologies and provide advice on the design, content creation, and development strategies for emerging media platforms. Experience with verbal and written communication skills, including the ability to deliver succinct presentations and briefings to a variety of audiences and maintain a high degree of rapport with IRS executive leadership and management. Experience with applying statutory, regulatory and policy requirements and guidelines governing the IRS and its operations to prepare recommendations affecting online application and user experience execution. Experience demonstrating a high degree of initiative, originality and creativity in order to render sound judgments regarding management and policy issues that have a direct impact on the taxpayer experience. Experience with leadership and consultative methods and techniques sufficient to meet and deal tactfully and persuasively with top agency executives, managers, employees, other agency officials and individuals resolving sensitive issues. Experience using workload management methods and techniques relative to setting work objectives, organizing resources to meet objectives in a timely and efficient fashion, establishing priorities, and coordinating the work of other team members in order to manage work effectively under the pressure of tight timeframes and changing conditions. Experience using strong leadership, project management and training skills in order to manage assigned team, control risk, ensure quality, delegate tasks and stay on point with progress.
