Duties

Help

The purpose of this position is to serve as a personnel advisor to the Military Personnel Office (MILPO), supervise, and advise one or more of the following branches: Education, Automation, Retirement, Boards, Enlisted, Officer, Health Services, Plans and Mobilization Readiness.

  • Education: Establishes the program, develops methods to achieve objectives, analyzes the needs of the service members for educational programs, oversees the implementation and operations of the incentives program, and serves as the State test control officer.
  • Automation: Plans, operates and administers the operation of the military personnel automation systems.
  • Retirement: Implements DoD and NGB policy regulations in support of service members.
  • Boards: Coordinates, convenes, and/or participates in one or more of the following boards:
  • Enlisted Branch: Implements enlisted personnel management, establishes policy and guidelines in accordance with US law, regulations, and directives.
  • Officer Branch: Implements officer personnel management, establishes policy and guidelines in accordance with US law, regulations, and directives.
  • Health Services: Oversee management of the line of duty, incapacitation pay, warrior transition unit, active-duty medical extension, medical retention processing 2, and medical boards. Responsible for the periodic health assessments.
  • Plans and Mobilization Readiness: Oversees the management of soldier readiness processing, soldier readiness check, mobilization deployment, readiness exercise, liaising with mobilization and demobilization stations, and corresponding training support battalions, army regional command, and the respective mobilization brigade.
The position supervises fulltime permanent employees. Trains employee(s) in assigned duties and responsibilities. Provides work assignments for the employees, considers employees capabilities, establishes performance standards, evaluates work performance, advises, and counsels employees, interviews candidates for positions, and approves selection.

  • This is an excepted service position that requires membership in a compatible military assignment in the District of Columbia National Guard prior to the effective date of appointment.
  • This is not a permanent appointment. This is an Indefinite tenure appointment for an initial 13 months with the potential for extensions in increments of 1 year or less, Not To Exceed a maximum of 4 years from the start date.
  • May be required to successfully complete a probationary period.
  • Federal employment suitability as determined by a background investigation.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Selectee will be required to wear the military uniform.
  • May occasionally be required to work other than normal duty hours; overtime may be required.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Participation in direct deposit is mandatory.

Qualifications

AREA III: Current or former Uniformed Service Members (Active, Reserve, Guard) nationwide who are eligible for military membership in the DCANG / DCARNG.

MILITARY REQUIREMENTS: This is an excepted service position that requires membership in a compatible military assignment in the DC Army National Guard. Compatible military grade required prior to the effective date of placement.

  • You must meet the minimum military rank as specified in this announcement. The National Guard's full-time support program requires that all military technicians are members of the National Guard and are appointed to full-time positions which correspond to their military assignments. Applicants who are not currently a member of the National Guard must be eligible for immediate membership.

GENERAL EXPERIENCE: Experiences gained through military or civilian technical training schools within the human resources business programs; demonstrated capabilities obtained through experiences in human resources program's business to perform the duties of the position; a wide range of competencies that provide familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force Human Resources Programs, are included as general experience qualifications.

SPECIALIZED EXPERIENCE: Must have proven experiences in leading, planning, and scheduling work in a manner that promoted smooth flow and even distribution of assigning work requirements. A candidate must have experiences that included training and guiding employees on human resources programs and assigning applicable tasks. Experiences in managing work functions and discipline requirements, conducting employee performance evaluations, mentoring employees, managing resources and budgets, and directing assigned work. Supervisory experiences in leading employees on all program tasks, inspections, exercises, deployments, and/or mobilizations is a plus. Ability to effectively and efficiently plan and schedule work is desired. Experiences in managing people and human resources personnel business is optimum.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • This is an indefinite tenure appointment not to exceed a maximum of 4 years from the initial appointment date.

This is an excepted appointment with indefinite tenure, made for an initial period of 13 months with the potential for extensions in increments of 1 year or less up to a total of 4 years. Appointees do not acquire permanent status or career-conditional employment through an appointment. Employees are eligible to participate in most of the benefit programs available to permanent federal employees, e.g., the Federal Employees Health Benefits (FEHB), Federal Employees Group Life Insurance Program (FEGLI), Federal Employees Retirement System (FERS) and the Thrift Savings Plan (TSP).

Selected Reserve Incentive Program: Acceptance of this position will cause termination of Federal bonuses pursuant to respective Selected Reserve Incentive Programs (SRIP). This termination may be with or without recoupment of payments already made.

D.C. Army National Guard personnel who are bonus recipients/student loan repayment program recipients may have their benefits terminated and/or recouped if selected as a Permanent/Indefinite Military Technician.
