Duties

Help

Maintain effective working relationships with other ODNI and IC components and other government agencies to address issues that span multiple mission or program areas.

Engage and influence key stakeholders to support the ODNI's Key objectives.

Report to and support the National Intelligence Manager (NIM) for Climate and Global Issues (CGI) with respect to human rights and war crimes, with particular focus on atrocities occurring as a result of Russia's invasion of Ukraine.

The ICCRAA ("Coordinator") will play a key role leading the IC on the intelligence mission associated with holding actors accountable for potential atrocities in Ukraine. The coordinator will be responsible for ensuring the IC is responding to policymaker requirements and fulfilling Congressionally mandated requirements levied in the FY23 Intelligence Authorization Act.

The Coordinator will lead a team of program managers and targeters to identify and close gaps on atrocities, working in close concert with the NIM-CGI National Intelligence Collection Officer.

Co-Identify research and development opportunities in order to defend, advocate for, and institute justifications for continued, additional or dedicated funding.

Liaise with community elements to drive greater intelligence integration, perform outreach, and ensure resources and priority attention is given to targets.

Direct and oversee advocacy initiatives to integrate and optimize contributions from current and planned technical, analytic, and openly available sources.

Brief senior United States Government policymakers, IC, and Department of Defense officials, members of Congress, partners, and other major stakeholders as necessary on issues concerning atrocities in Ukraine and other accountability issues.

Liaise with ODNI leadership to develop innovative approaches and provide structured recommendations focused on the advancement of integrated analysis and collection intelligence activities and broader ODNI goals.

Applicants may be considered for this position as a reimbursable detailee, if endorsed by the employing agency. Applicants must have current TS/SCI clearances with polygraph or have the ability to obtain one. The ODNI does not conduct polygraphs or provide security clearances for detailees.

Qualifications

Expert knowledge of IC organizations; IC mission posture, structures, capabilities, processes, and policy development

Superior analytical and critical thinking skills, including the ability to identify needs, requirements, and develop innovative recommendations and solutions for improvement.

Mastery knowledge of the IC's analytic and collection posture related to human rights and war crimes, and understanding for where and how these issues reside in the rest of the U.S. Government.

Superior interpersonal and negotiation skills, and the ability to build consensus, work effectively, and independently exert influence to major stakeholders.

Extensive prior experience working on human rights and war crimes as an intelligence issue.

Desired Requirements:

Excellent organizational, managerial, and leadership skills, including the ability to effectively manage the professional development of staff employees.

Superior oral and written communication skills, including the ability to clearly convey complex information and technical data to all levels of management.

Expertise in conducting outreach to non-government experts.

Expertise in formulating budgets to support mission goals.

Job Interview Travel: Candidates from outside the Washington, D.C. area may be selected for a telephone, teleconference, or in-person interview.

Salary Determination: A current Federal Government employee, selected for a detail, will be assigned to the position at their current grade and salary.
