This position is located in the Agency for Healthcare Research and Quality, Office of the Director. The duty location is in Rockville, MD.

Major Duties:

As a Management Analyst, you perform a variety of analytical assignments utilizing qualitative and quantitative analysis to review and evaluate administrative operations and management practices for the purpose of improving organizational efficiency and effectiveness.

Your major duties and responsibilities include:

  • Using qualitative and quantitative analysis techniques analyzes and evaluates the management practices and methods, and administrative operations of substantive organizations and complex functions.
  • Formulating and recommending additional policies and procedures or modifications to existing guidance to improve the efficiency and effectiveness of managerial operations.
  • Compiling data and preparing complex administrative and management reports that are mandated from higher echelons in the organization and/or the Department.
  • Serving as a contracting officer's technical representative or works with subject matter experts in the development of grant and contract documents.

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

GS-12: Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience that is comparable in difficulty and responsibility to at least the GS-11 level in the federal service.

Examples of minimum qualifying specialized experience equal to the GS-11 level include performing the following types of tasks on a regular and recurring basis:

1.
Conducting multiple studies, surveys, etc. of an organization's administrative/management/program operations and work processes (e.g., systems, manpower utilization, productivity management, workflow, etc.), to examine and identify deviations from established standards and policies.

OR

2. Creating statistical or narrative reports, spreadsheets, dashboards, etc. based on various qualitative and quantitative data focused on methods to improve the effectiveness, efficiency, and compliance of an organization with its established administrative and management standards and policies.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

MANAGEMENT ANALYSIS - Conducts research and solves organizational inefficiencies to increase the effectiveness of the organization.

RESEARCH AND EVALUATION - Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.

TECHNICAL WRITING - Prepares written documentation to transfer technical information about concepts, situations, products, services, or results to audiences with varying levels of technical knowledge.
