Duties

Help
  • Incumbent is responsible for providing support in the form of plans, procedures, technical guidance and design, development and evaluation criteria relating to the Enterprise Service Delivery (ESD) Tier I Helpdesk support.
  • Ensures the effectiveness of programs, policies, and procedures that are developed and implemented by the service provider.
  • Responsible for the performance evaluation of all service desk and desktop support activities to determine effectiveness in meeting the customer service goals of the agency.
  • Independently plans and conducts validity and reliability studies to analyze existing programs and develops alternative programs or activities to address identified problems.
  • Incumbent is responsible to ensure actions are scheduled and performed.
  • Prepares and presents oral and written reports and briefings.

Qualifications

To qualify for a Program Analyst, your resume and supporting documentation must support:

A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

- Experience with conducting detailed analytics and providing sound recommendations based on the analysis.
- Experience with requirements gathering, creation, and submission of Service Request Design(SRD) inputs.
- Experience with requirements gathering, creation, and submission of Standing Priority List (SPL) inputs.
- Knowledge of planning concepts, techniques, and implementation methods to gather, assess, and report progress and status; organizational and leadership skills and ability to negotiate effectively with management; accept and implement recommendations.
- Knowledge in the preparation and presentation of briefings to inform higher management levels of transition, progress, status, and implementation.
- Skill in applying complex fact-finding analytical, and problem-solving techniques to performs a variety of complex assignments and studies.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
