Help

The Chief Scientific and Technical Advisor (CSTA) for Environment is a widely recognized national and international expert in the field of aviation noise, emissions, and/or energy and understands environmental effects of aviation on the atmosphere and impacts on the public at large. The incumbent serves as the agency technical expert for the planning and execution of research and its application in the advanced development and deployment of noise, fuel burn, and emissions reduction technologies and certification standards, including those related to sustainable aviation fuels. The incumbent:

  • Provides scientific focus and leadership in aviation environmental areas with a special emphasis on the technical aspects of noise, emissions, and energy research as it influences certification standards and the development and deployment of new technologies, fuels, and operational procedure concepts.
  • Oversees programs related to aviation acoustics, aircraft emissions, and/or aircraft energy.
  • Supports the establishment and analyzes content of future aviation noise, emissions, technology, operations, and aviation fuel R&D programs and provides technical guidance to support the Executive Director and AEE Division Managers in pursuit of the United States objective regarding environmental standards applied worldwide through the Committee on Aviation Environmental Protection.
  • Assists the Executive Director, Office of Environment & Energy and Division Managers to establish the scientific and technical bases for the development of environmental standards and compliance demonstration procedures, and the development of analytical methods and models to assess the relative costs and benefits of a wide range of fuel, technology, operations, and policy measures that could be used to mitigate the impacts of aviation on the environment.
  • Reviews, coordinates, and provides guidance on specific plans prepared by various federal agencies and industry to ensure that they incorporate state-of-the-art research and development to foster reductions in noise, fuel burn, and emissions. Ensures that research findings and recommendations serve as the basis for advancements in technology and standards development. Takes leadership, alongside other federal agencies, in coordinating the transition of advances in research that reduce noise, emissions and fuel burn to use by industry.
  • Serves as technical liaison for agency environmental research within the Federal Government and to Congress.
  • Serves as the FAA technical liaison with the aviation industry in the application of noise, fuel burn, emissions, and energy research with regard to certification standards.

Qualifications

As a basic requirement for entry into the FAA Executive System, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level capability; and that is directly related to the skills and abilities outlined under the Technical Requirements listed below.

TECHNICAL REQUIREMENT: Demonstrated experience in the field of aviation acoustics, aircraft emissions, and/or aviation fuels research and recognized as an expert in the national and international aviation research arena.

TECHNICAL REQUIREMENT: Demonstrated experience collaborating with subject matter experts to utilize research results to inform for decision making of new aviation technologies and/or aviation policies.

TECHNICAL REQUIREMENT: Demonstrated experience serving as an effective spokesperson for the organization, both nationally and internationally.

  1. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

  2. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
