Summary

MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence.
The National Intelligence Council (NIC) consists of the most senior and expert intelligence analysts supporting the Director of National Intelligence (DNI) in carrying out responsibilities as the head of the Intelligence Community (IC) and as the principal adviser to the President for intelligence matters related to national security. The NIC produces a full range of all-source, IC coordinated intelligence reports, including its flagship product, the National Intelligence Estimate, which represents the Intelligence Community's most authoritative statement on a key national security issue, as well as numerous other estimative, evaluative, and tactical finished intelligence products.
Support the NIO for Counterintelligence in leading the Intelligence Community's (IC) production of strategic analyses on issues of importance to United States' (US) interests on East Asia Counterintelligence (CI) issues. Advise the Director of National Intelligence (DNI) on key developments and issues. Primary expertise should be in China and Taiwan with additional experience in North Korea, South Korea, and Japan.
Lead and oversee the preparation, production, and coordination of national-level products and other community-coordinated papers (Intelligence Community Assessments and Sense of the Community Memoranda).
Provide expert analytical assessments to the DNI regarding East Asia CI issues.
Lead, plan, and oversee the preparation of background papers and briefing books for the DNI's participation in National Security Council, Cabinet meetings, and other senior-level policymaking meetings.
Provide strategic guidance, direction, and leadership to establish national intelligence collection and analysis priorities, and in doing so identity critical intelligence gaps and support collection initiatives based on customer needs and analytic requirements.
Lead, plan, and facilitate community sessions attended by IC specialists and non-US Government subject matter experts to address CI trends. Represent the IC, DNI, National Intelligence Council (NIC), and the National Intelligence Officers (NIO) in the sessions.
Lead and oversee the preparation of correspondence and/or products in response to congressional tasking, including testimony, talking points, and statements for the record for the DNI and senior DNI staff.
Brief senior IC members, policymakers, decision makers, members of Congress, and other major stakeholders on East Asia CI issues.
Review and analyze IC analytic components' research and production plans regarding East Asia CI issues, identify redundancies and gaps, direct strategies to address gaps, and advise the DNI on gaps and shortfalls in analytic capabilities across the IC.
Establish and foster liaison relationships with IC analysts, analytic managers, and collection managers as well as academia, the business community, and other non-government subject matter experts to ensure the IC has a comprehensive understanding of CI trends.
Support and/or act for the National Intelligence Officer for CI when required.

Expert knowledge of USIC CI priorities and national-level foreign intelligence threats, particularly from China and North Korea. Demonstrated ability to pivot to and develop expertise in new CI threats as needed.
Expert knowledge and experience in CI analysis relevant to a regional or functional national intelligence priority area, including familiarity with USIC databases and research tools, and the ability to locate relevant analysis and reporting on short notice to inform short-deadline tasking.
Expert knowledge and experience in collaborating with strategic CI components from across the USIC, including knowledge of different components' missions and capabilities.
Critical thinking. Superior and recognized analytic and critical thinking skills, including superior ability to think strategically.
Expert ability to produce high-quality, national-level CI analytic products for senior policymakers.
Significant experience providing feedback, edits, and constructive criticism on CI and non-CI draft intelligence products from across the USIC.
Superior interpersonal, organizational, and leadership skills and an expert ability to conceptualize and effectively lead complex analytic projects and promote consensus-building across the USIC when analytic views differ. Proven ability to mentor junior colleagues.
Superior communications skills, including the ability to communicate strategic CI issues effectively with people at all levels of leadership and all levels of expertise on CI issues, including non-CI expert policymakers; ability to give effective oral presentations and to represent ODNI, the NIC, and the NIO/CI team in interagency meetings and other fora.
Expert ability to prioritize and manage multiple short-term and longer-term tasks and projects and perform senior staff functions as required.
Superior ability to oversee and direct information sharing across ODNI and USIC.
Superior levels of flexibility and superior ability to remain open-minded and change opinions on the basis of new information and requirements; superior ability to support group decisions and solicit opinions from coworkers.

Proficiency at Reading level 3 and/or Listening level 3 is desired in the following languages: Mandarin, but not required
A selected candidate who has the desired foreign language capability may qualify for language use pay in the ODNI if he or she has current test scores at the minimum proficiency levels in each modality as specified. If qualified, the ODNI will provide language use pay at the rate applicable to the parent agency.
