Summary

The National Center for Advancing Translational Sciences (NCATS), Administrative Services Branch (ASB) seeks a Supervisory Administrative Officer to serve as the ASB Chief. The incumbent will provide management, direction, and oversight for the Branch in carrying out a broad range of administrative programs and functions for NCATS. Strong experience managing or directing major components of programs that perform professional, technical, or administrative work at NIH is desired.

Duties

Help

  • Serve as advisor for all human resource management activities, including compliance with all applicable regulatory requirements, manpower planning, recruiting, position and pay management, employee development, counseling and guidance.
  • Perform the full range of supervisory functions to include: plan work to be accomplished by subordinates, set priorities and schedule completion; evaluate performance and provide advice, counsel or instruction to employees on both technical work and administrative matters. Identify training needs for staff. Responsible for furthering the goals of EEO by taking positive steps to ensure affirmative action objectives and adhering to nondiscriminatory employment practices.
  • Oversee all administrative management matters associated with IC programs and operations. Responsible for overseeing the analysis of organizational priorities and the development and implementation of administrative policies and procedures for the IC.
  • Oversee monitoring of the budget process to ensure the timely, appropriate, and efficient expenditure of funds against the annual allotment; anticipate changes in funding levels.
  • Participate in and oversee planning sessions related to most or all of the following: space, telecommunications, travel, property accountability, internal controls, and/or and timekeeping and leave.

Qualifications

You qualify at the GS-15 level, if you meet the following qualification requirements:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Managing or directing major components of programs that perform professional, technical or administrative work; providing strategic and business advice to senior level officials on a wide range of complex policy or program matters involving significant or controversial issues; developing and implementing administrative policies, procedures, or initiatives to meet organizational needs and accomplish program objectives; providing leadership, guidance and advice on matters related to a variety of administrative management functions; and budget formulation, staffing and personnel, allocation and tracking of resources and management and evaluation of their use.
