  • Represents AFIT/LSB with variety of installation and functional area organizations.
  • Performs Course Director duties.

  • This position deals with developing live and online training,
  • This is an acquisition-coded position. Selectee must hold a "Professional" APDP certification in Contracting or be able to attain this certification level within 12 months of assignment.
  • Consulting work may often support other elements of government outside the DoD but still within the functional area of contracting.
  • The duty location for this position is Wright-Patterson AFB, Ohio. However, this position is eligible for maximum telework flexibilities. Telework options can be negotiated and implemented after entrance on duty.

  • Appointment is under Schedule B appointing authority, Excepted Appointment Not-to-Exceed 3 years and is renewable up to 3 years or an indefinite appointment.
  • The appointment cannot be converted to a permanent tenure in the competitive service.
  • Current Federal employees on a permanent or indefinite appointment will be required to have a minimum of 3-day break in service if selected.
  • Travel expenses WILL NOT be paid.
  • Selectee may be required to serve a trial period.
  • Relocation costs or other incentives may be available and considered by the organization.
  • This position may require drug testing and the candidate may be subject to passing a drug test upon selection.

Qualifications

  • This position meets the professional exemption criteria for the Fair Labor Standards Act (5 CFR 551.207).
  • This is a Critical Acquisition Position. Unless specifically waived by the appropriate Component official, (i.e., the Director of Acquisition Career Management for the Component, the Service Acquisition Executive, or the Service Secretary) or if the employee is "grandfathered" under 10 U.S.C. 1736 C (1), the following are statutorily mandated requirements (Reference: 10 U.S.C. 1733 and 1737):
    • 1. Selectee must be a member of an Acquisition Corps at the time of appointment.
    • 2. Selectee must execute, as a condition of appointment a written agreement to remain in Federal Service in this position for at least three years. In signing such agreement, the employee does not forfeit any employment rights, nor does such agreement alter any other terms of conditions of employment.

QUALIFICATIONS: In order to qualify, you must meet the education and/or experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series. Your resume must clearly describe your relevant experience; if qualifying based on education or education is a basic requirement, your transcripts will be required as part of your application.

Basic Qualifications: Successful completion of a degree from an accredited college or university that included or was supplemented by major study in Education or in a subject matter field appropriate to the position.
OR
Combination of education and experience -- courses equivalent to a major in Education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.

AND

Additional Requirement: At least one (1) year of specialized experience at the next lower grade (GS-13) level or equivalent pay band or equivalent in other pay system. Specialized experience is experience in Contracting AND experience in developing and/or presenting information in an adult learning or consultation environment (e.g. professional continuing education, college/university instruction, lessons-learned presentations, specialized techniques/process training, or professional advice/guidance to groups of peers or near-peers etc. which shows curriculum development and/or instruction).

NOTE: Due to the use of 120-day rosters, this period of specialized experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. A bachelors degree in business or an equivalent field is required, an advanced degree is desired.
2. Knowledge, both theoretical and applied of contracting concepts, practices, laws, and regulations, with emphasis on systems contracting, operational contracting, and contingency contracting. Required to have mastered principles policies and practices of contracting, sufficient to plan, organize, and mange critical aspects of the development, production, and implementation of the assigned education/instructional program. Includes knowledge of activities, and purpose of systems acquisition management and other functional support such as engineering, finance/program control, configuration, test, manufacturing, and integrated logistics support in order to effectively implement the instructional program.
3. In-depth working knowledge of computer applicants with emphasis on the ability to use computers for the development and implementation of simulations and exercises, graphic, and multi-media presentations and internet-based instructional programs. Includes ability to effectively manage electronic messages and utilize associated media/programs for rapid transfer of textual matter and scheduling.
4. Ability to create and maintain an effective student-teacher relationship with mature professionals as well as with peers and administrators. Skilled in leading discussions and in speaking before audiences, clearly expressing concepts and techniques. Skills in developing, reviewing/ editing texts, handouts, manuscripts, case exercises and examinations.
5. Thorough knowledge of current civilian and military personnel policies and practices. Ability to plan, organize and direct the functions of and mentor, motivate, and appraise/ rate assigned faculty members.
6. Ability to analyze, plan, and adjust work operations to meet program requirements and objects within available resources.
7. Ability to effectively represent the organization in high level meetings and conferences and to maintain cooperative relations with all contacts.
8. Knowledge of safety and security regulations, practices, and procedures.
9. Ability to plan, organize and direct the functions and staff of a small to medium sized organization.
10. Ability to communicate effectively, both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
