Help

Duties include, but may not be limited to:

  • Plan, coordinate, track, report, and communicate projects and related objectives within the Directorate overseen and ensure coordination with various stakeholders within and outside the Agency.
  • Communicate, orally and in writing, program management matters with a wide variety of Program Office and stakeholders.
  • Collaborate with other Program Office organizations to develop Program Office plans, processes, and other initiatives to achieve and maintain operational standards emphasizing quality and timeliness of deliverables.
  • Assist in and provide recommendations or proposals related to the formulation and analyses of the Directorate's budget with finance personnel.
  • Ensure contract quality assurance surveillance plan and other relevant (e.g., legislative, contractual) requirements related to contractor staff, provider, and/or similar training are met and, as needed.
  • Interpret administrative policies, develop and implement local policies, define administrative requirements, and provide advice to management on related issues.
  • Prioritize contract implementation, language, interpretation, and similar problems encountered and work with other Program Office executive directorates and directorates to develop timely solutions.
  • Manage a directorate through subordinate supervisors, ensure compliance with established policies and procedures, and monitor selections, disciplinary actions, employee training, staff development, and other actions.
Work Schedule: Monday-Friday, 7:30am-4:00pm - Negotiable Upon Entry

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/27/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position, you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Utilize qualitative and quantitative techniques, analytical and evaluative methods, and understanding of regulatory and program management administration to measure program productivity, accomplishments, and projections, to include evaluating the content and potential impact of new or modified legislation or agency policy/regulation affecting programs
  • Apply strategic planning techniques and conduct in-depth analysis of various programs with different variables within specific program areas and provide trend analyses and forecasting reports to management for assimilation into budget, planning, and resource allocation programs.
  • Analyze processes and systems to ensure efficient achievement of organizational and program objectives and determine controls to sustain improvement.
  • Manage the development and implementation of administrative contract support and provide expert advice and analysis related to Program Office administrative contract activities, initiatives, and management.
  • Exercise supervisory authorities and responsibilities involving administrative and personnel management functions relative to the staff supervised.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
