Qualifications

Candidates must meet the Qualification Standards Handbook requirements for the NF-1015-00.

For this position, specialized experience is at least one year of experience, equivalent in responsibility to the GS-15 level in the federal service, curating prints and drawings for a museum or other cultural institution.

Other Relevant Eligibility Criteria: Requires advanced reading knowledge of at least two of these European languages: French; Italian; Spanish; German; Eastern European languages.

All applicants must have 1 year of experience.  Experience is directly related to the duties and responsibilities of this position, referenced in the technical qualifications, that equipped the candidate with the scope and level of knowledge, skills, and abilities to successfully perform the work.  This level of responsibility is typically found at the GS-15 or equivalent level in the Federal Government.  Eligibility will be based upon a clear showing that the applicant has had professional training and experience of the scope, level and quality sufficient to carry out the responsibilities of the position effectively.  You must meet all qualification and eligibility requirements for the position by the closing date of the announcement.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): Address each of the following MTQ's separately.  MTQ Statements must provide specific examples that address relevant experience, accomplishments and evidence that you possess demonstrated superior technical and senior professional qualifications. Please note that the MTQs must be addressed individually and in narrative form. (Please see 'Required Documentation' section for more information)

(Maximum of 2 pages per MTQ):

1. Describe an experience that demonstrates your ability to leverage available resources and staff, for example, to organize an art exhibition at a public institution or to deal with the challenges of managing a vast prints and drawings collection–from issues of storage to documentation.  To the extent possible, indicate how you managed the budget, worked across departments, led teams, and worked to win the support of your supervisor and others above you.

2. Describe your experience bringing about strategic change, both within and outside an organization, to meet organizational goals.  How did you decide on your organizational vision and how did you implement it in a dynamic/changing environment?

3. Describe a time when you led a group of people toward a goal while realizing that you lacked the technical expertise to realize that goal.  How did you articulate your vision, win the support of your colleagues, and assemble the right team to realize the goal?  An example might be a curatorial initiative that depends on knowledge that falls outside your skillset. If you don’t have this kind of experience, choose an experience as close to this as possible.  Include how you promoted an inclusive workplace that fostered the development of others, facilitated cooperation and teamwork, and supported constructive resolution of conflicts.

4. In your experience, what are the main components of successfully building a collection of works of art?  Identify and describe what you have done to foster all the parts of collection development as you understand them.

5. You are given the task of developing an exhibition from your collection that can connect with contemporary audiences in a compelling way.  As you review the works in your collection, how do you decide which ones are particularly well suited to the project, that speak powerfully to diverse audiences?  Describe which questions you would ask of each object, and what you think audiences would want to know?

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration under merit promotion procedures.

CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section.
