This position is at the Centers for Disease Control and Prevention (CDC), Office of Safety, Security, and Asset Management (OSSAM), Security Services Office (SSO), Office of the Director (OD), located in Atlanta, Georgia and reports directly to the SSO Director. Help

As a Program Specialist you will:

  • Serve as Deputy Director and assist the Director in shaping policies, and short and long-range plans, and administering operational services in the Security Services Office, Office of the Director (SSO-OD), the Physical Security Operations Branch (PSOB), Personnel Security Branch (PSB), and Internal Emergency Management Branch (IEMB).
  • Develop strategic staffing plans, communications, policy, budget requests and justifications.
  • Prepare spend plan management, contracts and interagency agreements.
  • Implement customer experience initiatives related to security services delivery; provide oversight of information technology projects and operations. Assist with the master planning, and business continuity and contingency planning activities.
  • Manage the day-to-day actions of the OD, provide management and operations for SSO, and serve in the absence of the Director.
  • Provide leadership and expertise relative to SSO policy formulation and interpretation; communicate security and emergency services; contingency plans; create staffing plans and hiring actions.
  • Establish office goals and key performance indicators; formulate budget requests and justifications; manage fiscal year spend plans and interagency agreements; utilize personnel and other resources; prepare contracts and other funding guidelines; personnel actions, workforce development and worklife wellness activities.
  • Supervise a small contingent staff involved in planning, budgeting, and administratively supporting SSO.

Qualifications

Minimum Qualifications:

Applicants must have one year of specialized experience at or equivalent to the GS-13 grade level of in the Federal service as defined in the next paragraph.

Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience providing program oversight, assisting in short/long range planning and operational services; establishing office goals; formulating budget requests and justifications; managing fiscal year spend plans; leading the development, implementation or tracking of interagency agreements (IAA) and contract actions.

Documenting Experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
