Duties

Help

As a Facility Operations Specialist (Facilities Planner), you will:

  • Provide short and long-range master planning support for buildings, structures, architectural and environmental components, utility systems, roadways, equipment, and fleet vehicles which support the mission and operation of lock systems and facility maintenance. Work with a variety of employees, contractors, and regulatory agencies regarding policies, services, design, safety, and environmental compliance related to project completion.
  • Support the Engineering and Maintenance divisions by planning and coordinating scopes of work, standard operating procedures, and services required. Assist Supervisors and Chiefs in planning preventative maintenance, major renovations, and construction projects. Reviews the design, construction, sustainability, and life-cycle maintenance of work projects and develops improvements to schedules, budgets, and priorities to achieve desired program goals.
  • Conduct inspections and prepares technical plans for the preventative maintenance of facilities, structures, equipment, utilities, and grounds. Study the operational and maintenance requirements, installation plans and reports, and other references to become familiar with the status of programs. Identify critical issues and assesses how they may be resolved to meet the facility or customer requirements.
  • Assist with or manages various contracts to operate, maintain, and upgrade facilities and equipment. Provide acquisition oversight for maintenance contracts. Works with budget personnel to ensure adequate funds are programmed into contract budgets. Ensure that contracts are renewed without service interruption, work is acceptable, on schedule, and in conformance with contract specifications and code requirements, and safety plans.

The Ideal Candidate is a facility manager and/or planner experience in an industrial/plant, commercial port, construction, or military environment.

CONDITIONS OF EMPLOYMENT:

  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet either the education or experience qualifications for the grade at which you are requesting consideration.

To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:

  • Experience as a Facility Manager in an industrial/plant and/or construction environment where you gained experience with maintenance and construction techniques, and the capabilities of multiple relevant trades and crafts, in order to determine facility, grounds, or equipment overhaul, maintenance, restoration or repair requirements.

To qualify for the GS-11 on Education alone, you must have:

  • 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
    You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include:

  • Experience as a Facility Manager in an industrial/plant and/or construction environment where you gained experience with maintenance and construction techniques, and the capabilities of multiple relevant trades and crafts, in order to determine facility, grounds, or equipment overhaul, maintenance, restoration or repair requirements.
  • Experience in short and long range master planning for buildings, structures, architectural and environmental components.

You cannot qualify on education at the GS-12 level; you must have experience.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
