Duties

Help

This position is a Fish and Wildlife Biologist, GS- 0401-9/11 working in Soldotna, AK for the R7-Southern Alaska Fish and Wildlife Field Office (SAFWFO) within the Habitat Restoration Program. The primary duties of this position will be focused on salmon habitat restoration, including streambank restoration and bank stabilization, on private lands throughout the Kenai Peninsula. This work is largely conducted through the Partners for Fish and Wildlife Program. Due to the highly collaborative nature of our Habitat Restoration Program this position will likely experience close collaboration with a variety of SAFWFO programs and staff. Other SAFWFO program areas where interaction may occur include the National Fish Passage Program, the Coastal Program, National Fish Habitat Partnerships, the Aquatic Invasive Species Program, Ecological Services, and Fisheries. Other US Fish and Wildlife Service collaborators could include the Kenai National Wildlife Refuge, the Invasive Species Program, Office of Communications, as well as various partners in State agencies, NGOs, and private landowners. Duties will include but are not limited to landowner and partner interactions, public outreach, project identification, project budget development, project budget tracking, project implementation, private landowner agreements and cooperative agreement processing and tracking. Limited travel beyond daily commuting distances will occasionally occur.

Qualifications

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.

Basic Requirement:

  1. A bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR
  2. A combination of education and experience that includes courses equivalent to a major in the biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, PLUS appropriate experience or additional education. The quality of the combination of education and experience must be sufficient to demonstrate possession of the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field.

Minimum Qualification [GS-9]
  1. One year of specialized experience comparable in scope and responsibility equivalent to grade GS-7 in the Federal service. Experience may include (1) participating in field surveys to support habitat restoration work typical of the Partners for Fish and Wildlife, National Fish Passage, National Fish Habitat Partnership, or equivalent restoration programs (e.g., invasive species work); (2) assisting with biological initiatives related to the management of fish and aquatic resources; (3) assisting with the implementation of on-the-ground habitat restoration projects; and/or (4) assisting with data and/or budget analysis and reports of findings of habitat restoration projects. OR
  2. Two years of progressively higher-level graduate-level education leading to a master's degree, or possession of a master's or equivalent graduate degree, that provided the knowledge, skills, and abilities necessary to perform the work of the position (e.g., with major study in or directly related to fish and wildlife biology, ecology, etc.). OR
  3. A combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement.

Minimum Qualification [GS-11]
  1. One year of specialized experience comparable in scope and responsibility equivalent to grade GS-9 in the Federal service. Experience may include (1) providing technical guidance to project partners regarding habitat restoration work; (2) conducting field surveys in support of habitat restoration work typical of the Partners for Fish and Wildlife, National Fish Passage, National Fish Habitat Partnership, or equivalent restoration programs (e.g., invasive species work); (3) assisting with management of habitat restoration budgets and timelines; and/or (4) assisting with the development and tracking (e.g., reporting) of financial assistance to project partners through cooperative agreements or other similar funding mechanisms. OR
  2. Three years of progressively higher-level graduate education leading to a Ph.D., or possession of a Ph.D. or equivalent doctoral degree, that provided the knowledge, skills, and abilities necessary to perform the work of the position (e.g., with major study in or directly related to fish and wildlife biology, ecology, etc.). OR
  3. A combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Cost of Living Allowance:In addition to the yearly salary, this position is entitled to a 3.53% cost-of-living allowance (COLA).
