Duties

Help
  • Prepare reports/documents related to engineering, mathematical and scientific aspects of dam and levee development.
  • Assist senior team members with reviewing algorithms associated with dam and levee safety, including hydro-power.
  • Conduct analyses of statistical data to support conclusions and/or make recommendations for action plans.
  • Serve as a statistician/research analyst performing statistical analysis, interpretation, and presentation of the Organization's data.
  • Process data according to established formulas to prepare reports relating to dam or levee risk assessments.
  • Aid engineers or geologists by utilizing specialized engineering and scientific design software.

Qualifications

Who May Apply: Positions are open to:

  • Recent graduates who have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. Short-term training programs (e.g. several two-week programs completed) are not considered an academic course of study.
  • Current students who will expect to graduate no later than 9 months (from the close of this announcement).
  • Preference eligible veterans who were precluded from applying due to their military service obligation begin their two-year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed six years after degree or certificate completion.
Applicants can be selected at either the GS-07 or GS-09 level. The target grade of this position is GS-11.

After Program completion, Department of the Army Recent Graduates MAY be converted to a permanent position or to a term position (a project-based term of employment lasting between one and four years).

To be eligible for conversion to a permanent or term position, Recent Graduates must:
  • Be a U.S. Citizen
  • Successfully complete all the requirements of the Recent Graduate Program as defined in the Agency Participant Agreement.
  • Demonstrate successful job performance.
  • Meet the Office of Personnel Management qualification standard including any applicable positive education requirements and/or selection placement factors and any other designated special qualifications requirements and conditions of employment (e.g. medical standards) appropriate for the position to which being converted.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). In addition to meeting the above basic requirement, to qualify at one or more of the GS-07, GS-09 levels, you must also meet the following:

Experience required for the GS-07 Grade Level: One year of specialized experience which includes: Assisting with technical engineering projects related to dams and levees, such as: software development, engineering calculations, and risk assessments; Obtaining information from training to increase engineering knowledge base; and Aiding engineers by utilizing specialized design software.

OR

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Mathematics, engineering, geology, statistics, or actuarial science.

OR

Superior Academic Achievement: In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).

Experience required for the GS-09 Grade Level: One year of specialized experience which includes: Completing assigned portions of technical engineering projects related to dams and levees, such as: software development, engineering calculations, and risk assessments; Assisting senior team members with the review and/or development of plans for dam and levee safety; including hydropower; and Performing computer-based projects using various software applications.

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Mathematics, statistics, engineering, geology or actuarial science.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

Time in Grade Requirement: Applicants who have held a General Schedule (GS-7 or GS-9) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
