The incumbent of the position serves as an Information Technology (IT) specialist and is a key member of BIO IT Support in the Directorate with responsibilities for helping to improve, adapt and manage BIO’s computer and information processing environment. Specific duties include:
Analyzes complex administrative systems and makes recommendations to the Directorate Operations Officer regarding systems development and information needs.
Performs complex programming or systems analysis duties to support Directorate-wide or cross-Directorate programs and initiatives.
Assists with troubleshooting and identifying cyber security and information privacy concerns. Works with DIS and Directorate staff to ensure information security procedures are practiced.
Ensures websites are compliant with 508 requirements; designs and maintains web pages, including the use of software such as DreamWeaver; repairs broken links; performs required programming; uploads/posts for Committees of Visitor and the BIO Advisory Committee, and in ePublish, SharePoint, PIMs, and the like on internal and external websites.
Retrieves and analyzes data from central and local databases in support of the Assistant Director of BIO and the Office of the Assistant Director (OAD) staff. This entails drawing upon several databases in different formats, coding structures and data sources, and adapting these to meet the required BIO needs.
Keeps abreast of new developments in the information management field. Maintains contacts with vendors of computer-related equipment and with other Federal and contractor IT professionals to discuss new technology and its potential value to Directorate needs.
Researches state-of-the-art technology for use by BIO staff. Develops pilot prototypes to support equipment and technology needs of BIO staff in the accomplishment of the NSF mission. Provides feedback to vendors and recommendations to BIO senior staff based on documented lessons learned.
Evaluates hardware and software products, along with related supplies and equipment. Develops budget justifications for hardware and software and makes case for new IT investments to BIO senior management.
Installs hardware and software as required and performs routine maintenance and repairs. Tests new acquisition products upon receipt to determine whether they are working properly. Provides support for both Windows and Mac systems. Support hardware and software configuration, basic networking troubleshooting and installation of systems connected to the NSF, BIO and guest LAN networks.
Oversees the BIO Directorate inventory and documentation on all equipment and software and the excess of outdated equipment.
Serves as the purchase card holder, when needed, for the ordering of IT equipment, supplies and media needs for the BIO Directorate.
Implements procedures for physical security of equipment as well as measures to prevent inadvertent or intentional degradation of data. Assists with solving vulnerabilities with BIO equipment on the NSF network.
Conducts IT training for Directorate staff on new technologies - both agency-wide and Directorate-specific. Responsibility includes development of instructional materials and assistance to Directorate staff to make use of advanced program features. Training is performed in classroom setting and/or one-on-one.
Serves on ad hoc committees and agency-level user groups concerned with the selection, implementation or operation of computer software or hardware. Establishes strong links to DIS as well as other NSF directorates and divisions regarding IT-related areas.

To qualify at the GS-12 level, you must have at least one year of specialized experience equivalent to the GS-11 level in the Federal service. Specialized experience is experience in that demonstrates the knowledge and ability to utilize information technology applied to development and applications programming, familiarity with website data analytic and deriving actionable results; experience optimizing existing websites; experience providing guidance in design, development and content management of new or existing websites; experience overseeing technical implementation of changes to website applications and public-facing interfaces; experience in recommending systems modifications, analyze interrelationships of system components, and experience in identifying alternative approaches to investigate a variety of unusual systems-related conditions, problems or issues.
Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
Relocation Expenses Reimbursed will not be paid.
