You will serve as a SUPERVISORY PUBLIC AFFAIRS SPECIALIST for the Small Business Administration (SBA), Office of Disaster Recovery and Resilience (ODR&R), Field Operations Center West - FOCW in Citrus Heights, California. This position provides first level supervision to the Public Affairs staff and act as an advisor to the Public Affairs Manager on all public communications and intergovernmental issues.

Duties

Help

As a SUPERVISORY PUBLIC AFFAIRS SPECIALIST at the GS-1035-13, some of your typical work assignments may include:

  • Ensures that the Center's plan, mission, vision and values are communicated to the team and integrated into the team's strategies goals objectives, and work plans.
  • Plans the work to be accomplished by subordinates; sets and adjusts short-term priorities; prepares schedules for completion of work; assigns work to subordinates based on priorities, and consideration of the difficulty and requirements of assignments and the capabilities of employees; evaluates work performance of subordinates and gives advice, counsel, or instruction to employees on both work and administrative matters. Recommends appointments, promotions or reassignments; identifies developmental and training needs of employees, providing or arranging for needed development and training.
  • Plans, organizes, and prepares information items (e.g. press releases, photos, flyers, presentations). Coordinates and evaluates all written and oral communications that the Center directs to specific targeted audiences within the public, the media or government, according to guidelines established by the SBA Office of Communications and Public Liaison (OCPL) and the Office of Congressional and Legislative Affairs (OCLA).
  • Stays abreast of policies, procedures, regulations and legislative actions relevant to the disaster loan program. Keeps abreast of legislative, regulatory and program changes, their impact on the program and any repercussions on loan applicants or recipients.
  • Serves as a disaster program information link to Congressional offices and Federal, State and local public/elected officials, and provides them with explanations and written materials as necessary. Coordinates, through the OCLA, responses to Congressional inquires and ensures consistent and timely responses. Coordinates timely information to the appropriate government officials throughout the course of a disaster declaration.
  • Acts as a spokesperson for the Center and supports the Public Affairs Manager and the Center Director in making public appearances by preparing talking points or speeches. Communicates the Agency's programs, objectives and ongoing disaster declaration activities with all levels of management and Congressional officials. Initiates public speaking opportunities for disseminating disaster program information; uses verbal skills to speak on camera and before large audiences.
  • Answers media questions and responds to requests for interviews and written data and information.
  • Monitors media coverage of the disaster program and provides supplemental information to correct any irregular or inaccurate media information as necessary.
  • Actively participates in overall planning and execution of a social media/outreach program.

IMPORTANT NOTES:
  • This position is not included in a bargaining unit.
  • This is a Permanent position, which is a competitive service status position with a full-time work schedule.
  • Mandatory Overtime: In order to respond quickly and efficiently to disaster survivors, substantial compensated overtime hours may be required while on assignment (up to seven days a week and ten to twelve hours a day).
  • If required to travel to a disaster site, you may encounter hazardous working and/or living conditions, for example, no water or electricity and/or minimal lodging facilities.
  • A valid driver's license may be required.

Qualifications

Generally, time in Non-Pay status is not creditable towards the specialized experience requirement listed below.

Federal status applicants must meet both Time-In-Grade AND experience requirements by the closing date of this announcement. However, if you have separated from the Federal Government for at least 52 weeks, you are not subject to the Time-in-Grade requirement.

Time-In-Grade Requirement:GS-13: Must have held grade GS-12 for 52 weeks


Experience:
To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement.

You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level.

GS-13: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-12 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate 4 of the following:

*Implementation of organizational plans, mission, team strategies, goals, objectives, and work plans.
*Performance management assessment and leading a diverse team of people, establishing work assignments, managing, prioritizing and implementing workload balance, ensuring expectations around deliverables are understood and delivered in a timely manner.
*Explaining an organization's programs, policies, and procedures (1) either to the public as a member of the media (print, radio and/or television), or (2) to the media (print, radio and/or television) as a representative of an organization. Media experience must have communicated directly to the public, e.g. direct written or broadcast reporting.
*Demonstrating ability to oversee and monitor a social media engagement program while ensuring agency and federal guideline compliance.
*Creating original content for official social media platforms and monitoring the content on various social media platforms.
