Summary

The primary purpose of this position in Health Outcomes Military Exposures (HOME) Program Office is to serve Veterans exposed to toxic military exposures. The position assumes primary responsibility of ensuring that there is interaction with staff, Veterans, and their family members and to provide accurate information on literature searches pertaining to toxic military exposures.

Help

  • Works with external partners and vendors to provide access and resolve issues with electronic resources and services.
  • Participates in local, state, regional and national information networks, fostering good working relationships with other health care information professionals to facilitate interlibrary cooperation and the smooth exchange of medical and allied health information.
  • Contacts medical professionals and researchers, administrative and management staff, patients, and vendor representatives. A wide range of contacts are required for marketing, motivating, and demonstrating clinical information resources and tools available to users.
  • Meets with teams and committees to present information about library resources and services and how they can be used most effectively.
  • Apply established practices and techniques to investigate and analyze a variety of frequently encountered library problems, questions, or situations such as in the management of the HOME general library in the area of responsibility in technical services and systems.
  • Carries out complex searches providing accurate and reliable information that informs clinical and management decisions, provides context for research efforts, and encourages the self-directed learning of staff.
  • Serves as the expert in searching highly specialized biomedical, nursing, and allied health, as well as health management databases and the Internet.
  • Meets with teams and committees to present information about library resources and services and how they can be used most effectively.
  • In the rapidly changing environment of biomedical knowledge-based information, the position maintains current knowledge of data base content and serves as the expert in searching techniques across a variety of databases and vendors.
  • Applies expertise to searching multiple health-related databases including, but not limited to, MEDLINE, CINAHL, PsycInfo, Cochrane Library, UpToDate, as well as databases in affiliated fields such as business and the social sciences.
  • The position is responsible for developing a collection (print, audiovisual and electronic) which provides broad and in-depth coverage of varied clinical, research and management subjects.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/24/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS11 position you must have served 52 weeks at the GS9. For a GS12 position you must have served 52 weeks at the GS11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Basic Requirement: Applicants MUST meet the Basic Requirement to qualify for this position PLUS meet the minimum qualifications as described below.

All librarians must meet the requirements for professional education library science or possess equivalent experience and education as shown in A or B:

A) Completion of 1 full academic year of graduate study in library science from an accredited college or university, in addition to completion of all work required for a bachelor's degree. NOTE: You must submit transcripts with your application. Education will not be credited without documentation.
-OR-
B) A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, you must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. NOTE: You must submit transcripts with your application. Education will not be credited without documentation. Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

To qualify for this position, you must meet the below requirements:

GS-11 Specialized Experience - Applicants must possess at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Librarian. Specialized experience includes: experience in the provision of training, both face to face and virtual, using a variety of modalities; data analysis for budget and collection development and for trending reports; technical services expertise in interlibrary loan and integrated library systems, library marketing, and policy/guideline development.

GS-12 Specialized Experience - Applicants must possess at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-12) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Librarian. Specialized experience includes: experience in the provision of training, both face to face and virtual, using a variety of modalities; data analysis for budget and collection development and for trending reports; technical services expertise in interlibrary loan and integrated library systems, library marketing, and policy/guideline development.

Additional Education And Experience Requirements for Positions at GS-9 and Above In addition to meeting the basic entry qualification requirements, applicants must have directly related education and/or specialized experience in the amounts required for the grade level as shown below. Experience must have demonstrated the ability to perform, supervise, or direct one or more of the functional areas of work covered by this series; to understand the concepts, theories, new developments, and co-relationship of information in related fields; and to maintain up-to-date information on the state of the art.

For Librarian: Applicants must also possess specialized knowledge of a subject-matter field directly related to the position(s) being filled. When such knowledge is required for the position, an applicant's education or experience must have included or been supplemented by the requirements specified in one of the paragraphs below:

A. A full 4-year course of study in an accredited college or university that meets all academic requirements for a bachelor's degree that included at least 24 semester hours in the specialized field for which the applicant is being considered, e.g., physical science, biological science, social science; or that included any combination of subjects with at least 15 semester hours in a major subject (such as physics or chemistry) that is especially applicable to the position for which the applicant is being considered;
OR
B. Completion of at least 24 semester hours of legal study in an accredited law school for positions primarily concerned with providing library services in law or legislative reference;
OR
C. Four years of pertinent experience of such nature and level to provide a knowledge of the basic principles, theories, practices, techniques, terminology and expressions of the appropriate discipline or subject-matter field; an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field; ability to acquire additional information about the field and related fields; and some knowledge of literature resources in the field.
Such experience should be equivalent to that which would have been acquired through successful completion of a full 4-year curriculum in an accredited college or university with major study in appropriate subjects, or combination of subjects, as specified in (a) above; or legal training as specified in (b) above;
OR

D. Any time equivalent combination of experience as described in (c) with education as described in (a) or (b) above;
OR

E. Demonstrated ability as shown by education or experience to read or translate information from one or more foreign languages into English.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
