Help

This position is with the Investigations Division's Investigative Support Branch located in Washington, D.C. This is NOT a remote position - the incumbent will be required and expected to report to the office based upon mission needs.

If selected as the Program Specialist (Victim and Witness Assistance), you will serve as the division's Victim-Witness Program Manager in support of the agency's law enforcement mission. Your responsibilities would include, but not be limited to providing information regarding victim and witness assistance resources, providing education and training of related programs to internal and external stakeholders, including law enforcement officers. These responsibilities also include associated project management duties. Some of the work assignments will include:

  • Provides information on available victim assistance resources, with primary focus on provision of services to child victims, victims of violent crime, victims with special needs, victims in custodial settings, and those who are vulnerable and/or traumatized.
  • Serves as the division's primary point of contact for victim-witness assistance programs and performs associated compliance reporting, as required.
  • Provides consultation, technical assistance, and oversight of the division's nationwide victim-witness program internally, to victims/witnesses, and/or external stakeholders.
  • Provides training to staff on crisis intervention, including technical assistance regarding the de-escalation of situations; establishment of physical and emotional safety; provision of basic and emergency needs; and-reinforcement of the victim's ability to make choices regarding possible courses of action. May be required to participate in crisis intervention, as appropriate.
  • Develops, directs, and conducts analytical studies to improve the effectiveness and efficiency of program operations.
  • Identifies victim-witness program needs through ongoing qualitative analysis of work associated with this program.
  • Establishes and maintains regular contact with victim witness coordinators, field office agents/supervisors, and external partners.
  • Conducts victim-witness training for audiences that include, but are not limited to, law enforcement officers, field office coordinators, and external stakeholders.
  • Participates in working groups that address the development of policies and practices that will enhance the treatment of victims and witnesses as applicable.
  • Other duties as assigned.

Qualifications

To qualify for this position at the GS-12 grade level, you must have one year of specialized experience equivalent to the GS-11 grade level obtained in the public sector. (Specialized experience is paid or unpaid experience which has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position.) Examples of specialized experience include such duties as participating in sensitive interviews of victim and/or witnesses; analyzing victim-witness communication needs; developing and administering a comprehensive victim-witness program; conducting workshops or meetings with victim-witness subject-matter specialists and related officials; and determining the elements of an effective agency witness program.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade level (or equivalent).
