Help

  • Principal Advisor for strategic planning, on communications, media relations, and public affairs policy formulation and implementation. Coordinate communication methods, with digital and web-based social media and media outlets, including digital, videography and photography.
  • Convey accurate facts and data during crisis management situations in the event that threatens the organization, its reputation, stakeholders and/or the general public.
  • Manage agency policy compliance with the HHS Assistant Secretary for Public Affairs directives, protocols and guidance on public communication and media communication.
  • Coordinates guidance and oversight for the agency in the development of public affairs and media communication, public affairs activities, public relations, and campaigns with various governments and government agencies, tribes and tribal entities as well as other public and private sector organizations.
  • Collaborates with other agency offices regarding policy and public affairs initiatives/implementation for agency web pages, social media platforms and Information Technology mandates and policy and regulations with Regulatory Affairs, for disclosure and release of information and documents.
  • Manage oversight of employee's time and attendance, determine and assess performance, administrative work priorities and tasks. Coordinate advisement and counsel of employees to include disciplinary actions, identify development and training; and manage human capital initiatives and recruitment. Determine agency goals and objectives and work plans, for program management.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Experience in public and media relations management, establishing strategic goals for communications, media relations, and public affairs policy formulation and implementation. Coordinating public communication correspondence and methods with digital and web-based media and media outlets and stakeholders in Information Technology, Policy, and Regulatory Affairs for regulations for disclosure and release of information methods and media platforms. Managing work with higher echelons such as agencies, divisions, tribes and tribal leadership officials, and external sources. Collaborating with media outlets, the public, and congressional and legislative committees and staff to secure and expand media and public affairs communication for media relations, issues management, strategic communication, coalition building, and organization-public interactions.


Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.
