Duties

Help

  • Perform Course Director duties. responsible for the overall execution of one or more Professional Continuing Education (PCE) environmental management courses.
  • Develops and updates lesson plans for PCE courses.
  • Conducts classroom instruction for PCE courses.
  • Monitor and evaluates student progress.
  • Monitors and evaluates effectiveness of complete PCE courses, as well as seminars and conferences.
  • Serves as consultant for the DoD environmental community.

  • The duty location for this position is Wright Patterson AFB, Ohio. However, this position is eligible for maximum telework flexibilities. Telework options can be negotiated and implemented after entrance on duty.

Qualifications

QUALIFICATIONS: In order to qualify, you must meet the education and/or experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series. Your resume must clearly describe your relevant experience; if qualifying based on education or education is a basic requirement, your transcripts will be required as part of your application.

Basic Qualifications: Successful completion of a degree from an accredited college or university that included or was supplemented by major study in Education or in a subject matter field appropriate to the position.

OR
Combination of education and experience -- courses equivalent to a major in Education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.

AND

Additional Requirement: At least one (1) year of specialized experience at the next lower grade (GS-12) level or equivalent pay band or equivalent in other pay system. Specialized experience is experience in Environmental Management AND experience in developing and/or presenting information in an adult learning or consultation environment (e.g. professional continuing education, college/university instruction, lessons-learned presentations, specialized techniques/process training, or professional advice/guidance to groups of peers or near-peers etc. which shows curriculum development and/or instruction).

NOTE: Due to the use of 120-day rosters, this period of specialized experience may be completed within 120 days of the closing date of this announcement.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge, both theoretical and applied, of environmental management. Required to have mastered principles, policies, and practices of environmental management sufficient to plan, organize and manage critical aspects of the development, production, and implementation of the assigned educational/instructional program.
2. A degree in environmental engineering, environmental science or a related discipline is required. An advanced degree is highly desirable.
3. Thorough knowledge of current policies and procedures for all environmental management specialties sufficient to integrate those policies and procedures into the curriculum. Encompasses analytical knowledge of the military command structure, missions, programs, and organizational relationships and includes a mastery of the application of a wide range of quantitative and qualitative methods used for the assessment and improvement of educational program effectiveness.
4. Ability to communicate both orally and in writing and to create and maintain an effective student-teacher relationship with mature professional students as well as with peers and administrators. Skilled in leadingdiscussions and in speaking before audiences, clearly expressing concepts and techniques. Skilled in developing, reviewing/editing texts. hand-outs. manuscripts, case exercises and examination.
5. Ability to integrate effective instructional methods into the development and presentation of courseware that motivates and enables maximum learning of highly complex subject matter which may be difficult to learn.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
