Duties

Help

As a HUMAN RESOURCES SPECIALIST (RECRUITMENT & PLACEMENT/COMP) (TITLE 5), GS-0201-7/9, you will provide support for recruitment and placement, military technician compatibility, permanent change of station moves, pay setting, recruitment and retention allowances, and reduction-in force.

  • Provide advice and support to managers, supervisors, and the Human Resources Officer on recruitment and placement matters for a variety of professional, administrative, technical, and clerical occupations.
  • Assist in planning and administering the merit promotion and recruitment/placement program.
  • Identify appropriate qualification standards to be applied, validate hire authority, develop position announcements.
  • Locate position applicants, develop candidate evaluation criteria, and evaluate candidate eligibility, and refer candidates for selection consideration.
  • Review and verify information on requests for vacancy announcements to assure correctness.
  • Accumulate and analyze statistics concerning recruitment and placement functions such as turnover rates, quit rates, promotions, minority hire rates, and hiring lag time.
  • Assist in conducting long-range planning for projected mission and/or organizational changes to formulate a placement plan.
  • Ensure required selection documentation and information contained thereon is correct.
  • Counsel and register employees in the DoD Priority Placement Program and/or OPM Interagency Placement Assistance Program as appropriate.
  • Interpret and apply State pay setting tools such as highest previous rate rule and recruiting and retention incentives.
  • Analyze technician and payroll information to identify and resolve pay-setting errors or discrepancies.
  • Provide advice on military technician compatibility/grade inversion issues.
  • Assist technicians with permanent change of station moves.
  • Assist in conducting reductions-in-force (RIF)
  • Evaluate qualifications and military assignment factors to reassign displaced employees.
  • Assist in developing, coordinating, and maintaining state plans/guidance.
  • Assist in educating commanders, managers, and supervisors on the various programs.
  • Respond to inquiries on recruitment and placement related matters from the serviced workforce and coordinate with supervisors as required.
  • Attend national recruitment and placement workshops.

Qualifications

GENERAL EXPERIENCE: Must possess experiences gained through civilian and/or military technical training schools within the human resources (HR) business programs, this includes general HR experience qualifications; and must have a validated understanding of the basic principles and concepts of the occupational series and grade.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position, you must have served 52 weeks at the GS-07 level. For a GS-07 position, you must have served 52 weeks at the GS-05 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

SPECIALIZED EXPERIENCE: GS-09 Level - Must possess at least at least one year of specialized experiences at the GS-07 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs; must have experiences in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description; must have knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; Program Allocation and Control; and, Performance Improvement; a working knowledge of organizational structures; manpower standards; manpower resources; manpower data systems; or, commercial services to include strategic sourcing; experienced in performing personnel program requirements that involve advising supervisors and managers; and, experienced in completing accession planning and processing; classification and position management; and, civilian promotions; experienced in advertising positions, processing assignments or reassignment actions; reviewing human resources development programs; applying education and training policy requirements; discussing retraining procedures; and/or providing retirement options; competent in discussing the equal opportunity and sexual assault prevention and response programs; experiences in career counseling; completing or editing performance evaluations; and, conducting educational and skill development personnel course programs; competent in merit principles, personnel plans, programs, and policies to guide or advise others on their implementation activities; skilled in applying program policies, directives, publications, and training manuals ;knowledgeable on allocating manpower resource budgets or execution procedures; experienced in performance management and productivity programs; or, advising on process improvement, best practices, and performance techniques. GS-07 Level - Must possess at least one year of basic knowledge and working experience in personnel programs gained as a volunteer, in a classroom, or as a trainee; have basic knowledge competency of human resources business elements and can discuss terminology, concepts, merit principles, and issues related to this competency; experienced in using reference and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments; experiences may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data; experienced in operating a computer, utilizing multiple computer programs, and performing keyboard functions; and must have at least three months experience, education, or training which provided a basic working knowledge of personnel programs.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
