Duties

As a PROGRAM ANALYST (TITLE 5), GS-0343-9, you will serve as the analyst and consultant for the management and administration of programs within the directorate or division.

  • Review, evaluate, and analyze obligations and expenditures.
  • Prepare directorate or division summaries of reports.
  • Summarize and interpret significant data collected and relate this data to the organizations' program actions.
  • Identify and analyze deficiencies in resource consumption, training, workload, scheduling, and valuate deviations from standards, plans, and estimates to determine cause and impact on missions.
  • Develop various visual media to present trends, performance status, capability, and related management information.
  • Provide recommendations to subordinate organizations for proper management of programs.
  • Recommend funding allocations and monitor expenditure to ensure allocations are being utilized as planned and are not being exceeded.
  • Based on budget guidance received from higher headquarters, develop an annual budget for programs.
  • Review prior and current budgets/funding trends, compile funding projections, and prepare funding recommendations.
  • Provide advice and assistance to management on accountability and legality of operating programs.
  • Develop and prepare current year program spreadsheets for organization.
  • Advise management on timing of obligations and expenditures for service contracts, equipment acquisitions, and other unusual commitments.
  • Verify that obligations and expenditures occur on a timely basis in accordance with current year programs and monthly schedule of obligations and expenditures.
  • Ensure resources are available and are being properly and effectively expended to support program objectives.
  • Monitor and track obligations and expenditures throughout the execution phase.
  • Investigate and prepare explanations of deviations from estimates or program objectives and develop recommendations to managers for budgetary adjustments.
  • Formulate and review all annual funding guidance and programs and ensure obligation authority is not exceeded and budget adjustments are properly staffed.
  • Review trends and perform analysis of separate budget activities and then provide information to management.
  • Review daily and monthly funding documents to determine if updates are correct or require further action.
  • Develop, collect, and maintain various historical data used to initiate planning, programming, and execution of current and future training and operations programs.

  • Certification Level 2: THIS IS A FINANCIAL MANAGEMENT LEVEL 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Qualifications

GENERAL EXPERIENCE: To qualify for this position, your resume must reflect sufficient experience and/or education to perform the duties of the position for which you are applying. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement.

SPECIALIZED EXPERIENCE: GS-09 Level - Applicants must have one year of specialized experience equivalent to at least the next lower grade, GS-07, in the Federal service in the normal line of progression for the occupation, Program Analyst. Examples of specialized experience would typically include, but are not limited to: providing customer service in support of programs; reviewing, evaluating, and analyzing obligation and expenditures; providing recommendations to subordinate organizations for proper management of programs; recommending funding allocations and monitor expenditures to ensure allocations are being appropriately utilized; reviewing execution plans and recommending appropriate actions to include reprogramming funds from one program to another; providing advice and assistance to management on accountability and legality of operating programs; developing and preparing current year program spreadsheets; and reviewing daily and monthly funding documents . This definition of specialized experience is typical of work performed at the GS-07 grade/level position or equivalent in the federal service.

Education: Applicants may qualify on the basis of education as follows: To qualify based on education for the GS-09 level, you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. (Note: You must attach a copy of your official transcripts.)

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Combination of Education and Specialized Experience: You may meet the qualifications requirement for this position by combining your specialized experience and appropriate graduate level education according to the following formula: (a) your total months of full time specialized experience as a percentage of a 12 month total; PLUS (b) your total number of qualifying graduate semester or quarter hours as a percentage of one year of graduate study. The total of the two percentages must equal at least 100 percent. (Note: You must attach a copy of your official transcripts.)
