Summary

This is a Senior Level (SL) position. The Senior Counselor to the Inspector General (IG) reports directly to the IG. As a key member of the Department of Defense (DoD) Office of Inspector General (OIG) senior leadership team, the Senior Counselor participates in all strategic DoD OIG planning processes, provides independent input and expertise to the IG, Principal Deputy IG, and other senior DoD OIG leaders on a wide range of matters affecting the mission of the DoD OIG.

Duties

Help
  • Provides subject matter expertise and input to the IG on investigations, audits, inspections, and evaluations.
  • Conducts reviews of DoD OIG reports in accordance with Council of the Inspectors General on Integrity and Efficiency (CIGIE), Government Accountability Office, and DoD OIG standards.
  • Provides input to the IG on relations with the DoD, Congress, and DoD and CIGIE oversight communities.
  • Assists the IG in determining and promoting DoD OIG priorities, initiatives, and goals.
  • On behalf of the IG, leads strategic initiatives, projects, and special assignments.
  • Establishes program objectives and strategic objectives to support the mission and identifies required resources to promote DoD OIG priorities, initiatives, and goals. Develops short and long range plans for program effectiveness.
  • Participates in the DoD OIG's Annual Oversight Planning and Engagement Board processes to determine the selection and scope of DoD OIG audits and evaluations.
  • Monitors legislative activity, reviews legislative proposals, testimony and Congressional correspondence, and provides recommendations and input to the IG and other senior leaders on those products and how to respond to Congressional requests.

  • Position has been designated as Special Sensitive; incumbent is required to be eligible (and maintain eligibility) for a Top Secret with Special Compartmented Information (TS/SCI).
  • Males born after 12-31-59 must be registered or be exempt from Selective Service (see http://www.sss.gov).
  • Selected candidate will be subject to a one-year probationary period unless required probationary period has been served. Selectee may also be subject to a records review prior to being appointed to this position.
  • Applicants selected are required to submit to a drug test and receive a negative drug test result prior to appointment. Incumbent is subject to random drug testing for the duration of service with the DoD OIG.
  • Selectee will be required to complete and submit an Executive Personnel Financial Disclosure Report, OGE-278, prior to entering the position and annually thereafter.
  • Incumbent may be required to travel both in the Continental United States, as well as overseas locations
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Basic Requirement:

Must be a graduate of American Bar Association accredited law school and a member in good standing of the bar of a state, the District of Columbia, or a U.S. commonwealth or U.S. territory. See "Required Documents" section below for guidance on acceptable documentation.

Applicants must provide evidence of progressively responsible leadership experience that demonstrates senior level capability directly related to the skills and abilities outlined under the Mandatory Technical Qualifications (MTQs) listed below.

The best-qualified candidates will be distinguished from other applicants by an evaluation panel of subject matter experts, considering the below listed Mandatory Technical Qualifications (MTQs).

All factors are mandatory unless stated otherwise. These factors are required, and must be addressed for the incumbent to perform the duties of the position. The mandatory technical qualifications must be met to be rated eligible for the position.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs):
The applicant is to provide a separate narrative statement to each of the following technical qualifications which describes fully, but concisely, how his/her experience supports each of the following qualifications. Each technical qualification narrative must not exceed 2 pages per MTQ. Narratives exceeding the page limitation will not be considered. Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration:

1. Demonstrated expertise in reviewing or overseeing analytical, well-reasoned reports and other significant published products, and in reviewing existing and proposed legislation and regulations relating to programs and operations.

2. Comprehensive knowledge of the quality standards for government audits, investigations, inspections, or evaluations.

3. Experience working with or providing advice on administrative or criminal investigations.

Desired Qualification
Experience working in a significant role at a Federal OIG.

Actual salary may vary depending on the scope and the complexity of the qualifications and current compensation of the selectee.

PCS/Relocation expenses, Will Not Be Paid.
