Duties

Help
  • Answers basic questions regarding general hiring procedures and requirements to be followed for various types of staffing actions. Respond to walk-in applicants and telephone callers who are interested in obtaining employment.
  • Assists in the preparation of vacancy announcements by modifying or updating standardized portions of previous announcements based on instructions from higher graded specialists.
  • Locates and retrieves Standardized Position Descriptions (SPDs) on behalf of supervisors and managers. Receives training on reviewing OF-8s, Position Descriptions (PDs), Table of Organizations (TOs) etc., for completeness.
  • Performs a variety of routine computerized queries using automated HR systems. Provides information and advice on routine functions of automated HR systems.
  • Processes recurring and/or routing personnel actions and transactions in an automated personnel system, based on the direction of a higher level HR Specialist.
  • Assists new hires with completing onboarding paperwork, based on the direction of a higher level HR Specialist.
  • Assists supervisors and/or managers with off-boarding separated employees, based on the direction of a higher level HR Specialist.
  • Compiles data and prepare reports as required. Prepares memos and other correspondence as required.
  • Assists higher level HR personnel with obtaining Official Personnel Files (OPFs) from the losing organization or from the records holding center and scanning and cataloging documents into the electronic Personnel File (eOPF) system.

Qualifications

To be eligible, an applicant must:

Be at least 16 years of age or older for a non-arduous or non-hazardous duty position.

Be a student who has been accepted for enrollment or is currently enrolled at least half-time in a degree (diploma, certificate, etc.) seeking program in an accredited high school, technical or vocational school, 2-year or 4-year college or university, graduate or professional school.

Possess a cumulative GPA of at least 2.5 or higher.

For GS-4 You must have completed 2 academic years of post-high school study or have an associate's degree.

The agency may noncompetitively convert a Career/Indefinite Intern who is a U. S. citizen to a term or permanent appointment in the competitive service, as long as the Intern meets all agency program requirements and the Office of Personnel Management (OPM) Qualification Standards for the target occupational series at the time of completing all education requirements.

If converted to a permanent or term appointment, the anticipated target position will be a Human Resources Specialist GS-0201 with full performance level of GS-11; however, the target position and FPL may change based on the need of the organization at that time.

Education

The required education must lead to a bachelor's degree with specialization in or directly related to the field in which the student trainees will receive training on the job. The degree of specialization in this field must satisfy on graduation the specific educational requirements in the qualification standard for the corresponding two-grade interval positions.

Additional information

This is a career development, excepted service appointment under the BLM Pathways Internship Program that is expected to last more than 1 year. The BLM will require the selected applicant to complete a Participant Agreement in which the selectee must provide an anticipated date for completing all degree program requirements and show continual progression toward meeting the stated anticipated date.

This position is for students accepted for enrollment or are currently enrolled and seeking a degree (diploma, certificate, etc.) in an accredited high school, technical or vocational school, 2-year or 4-year college or university, graduate or professional school, on a full- or half-time basis (as defined by the academic institution in which the student is enrolled).

We expect to fill few vacancies at this time; however, additional positions may be filled from this announcement if they become available.
