THIS IS A PUBLIC NOTICE: This Notice is issued under direct-hire authority (DHA) to recruit new talent to this occupation for which there is a severe shortage of candidates.  This means that we can hire any qualified candidate, either from this notice or from any source.

NOTE: Current civil service employees will receive new appointments if selected under this Direct Hire Authority.

  • Provides critical analysis of pressing issues and required policy recommendations to management officials in formulating decisions regarding changing responsibilities or business needs, as well as in the design/development and evaluation of the ongoing and/or new program issues.
  • Implements decisions made by higher level agency management officials, oftentimes facilitating the work of other agency employees to accomplish desired objectives. 
  • Assist in the policy and planning of information technology related issues to the GSA.gov and GSA InSite platform, and the GSA Enterprise Digital Analytics Program.
  • Serves as a senior project manager leading teams on projects that work closely with GSA IT to develop solutions that support multiple enterprise web-based initiatives
  • Reviews and/or prepares highly technical reports and/or papers on important and extremely complex matters which influence not only the immediate work group, but which have widespread impact in terms of current and/or future programs.
  • Make recommendations on techniques, tools and technologies that might facilitate or improve technical aspects of operations for the DComms PMO.
  • Maintains GSA’s digital analytics dashboard to facilitate executive and programmatic decision making and serves as a troubleshooter for program personnel on a diverse range of data management tools, including software applications and systems, projects, or concerns requiring an overview of the total agency operation with respect to resolving significant, controversial and/or otherwise highly charged situations. 
  • Coordinates and conducts major studies to determine the effective and economical means of providing technical guidance for major agency digital communication data projects.

  • Direct Deposit of salary check to financial organization required.
  • Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency’s telework policy.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

The GS-14 salary range starts at $99,908.00 per year. Locality pay will be determined once the duty location has been established. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

BASIC REQUIREMENTS:

Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-13 level in the Federal service as described below.

IT SPECIALIST COMPETENCY REQUIREMENTS: 

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials). 
  • Customer Service - This skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups. 
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues. 
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate.

In addition to the IT Specialist Competency Requirements listed above, you must meet the specialized experience requirements as stated below: SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is defined as experience managing and executing data governance processes and functions. Experience must demonstrate expert knowledge in managing data governance activities, and designing and undertaking data gathering efforts, comprehensive data studies, and data initiatives.
