Duties

Help

The Information Technology Specialist (INET) serves as the Head of Digital Programs. The incumbent manages, develops, implements and maintains a comprehensive set of digital programs to ensure every classroom and household has access to the Smithsonian’s digital content.

In this position, you will:

  • Establish and manage large complex high-cost web and emerging media development projects and digital outreach programs for the purpose of supporting the Smithsonian’s strategic goals. Defines project scope, goals and priorities; develops budget. 
  • Serve as the ODT senior expert in the field of website and digital media management and strategic digital outreach and engagement, and their application to the Smithsonian.
  • Manage, develop, implement and maintain a comprehensive program of cutting-edge digital initiatives to ensure every classroom and household has access to the Smithsonian’s digital content.
  • Supervise employees and contractors. Interviews candidates for positions, recommends appointments, promotion, or reassignments to such positions. Develops performance standards. Plans and schedules ongoing work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.
  • Ensure that new and emerging media programs, materials, and services are inclusive and reflect the diverse nature of audiences who visit the Smithsonian (physically and virtually) and those in nationwide outreach projects.
  • Develop policies and procedures for digital products and mobile applications pertaining to functionality, content, security, accessibility and digital product development.

Basic Requirement: Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. Your resume and work experience should clearly support your ability to meet these competencies and will be evaluated as part of the entire application process.

-Attention to Detail- experience reviewing my own information technology-related work or data and have been asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards

-Customer Service- experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs

-Oral Communication- briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience

-Problem Solving- identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions

In addition to the Basic Competency Requirements listed above, to qualify for the GS-15 position:

You must possess one year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-14) in the federal service or comparable pay band system which demonstrates the ability to perform the duties of the position, is required.

For this position, specialized experience is defined as: Developing, implementing, and maintaining a digital program including engagement and media management for general and specialized audience in a museum, education, or cultural institution setting; developing and managing web and emerging media programs for varied digital channels; strategic planning; digital lifecycle management; and evaluating and implementing of platforms and tools.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.

Education

Education cannot be substituted in lieu of specialized experience for this grade level.

Applicants must qualify for the series and grade of the posted position. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

Applicants who meet or exceed minimum qualifications will be assigned to one of three category groups based on job-related criteria:

  • Best Category - Meets the minimum qualification requirements and excels in most of the job related competencies above.
  • Better Category - Meets the minimum qualification requirements and satisfies most of the job related competencies above.
  • Good Category - Meets the minimum qualification requirements, but does not satisfy most of the job related competencies above to a substantive degree.

This category rating process does not add veterans' preference points or apply the "rule of three", but protects the rights of veterans by placing them ahead of non-preference eligibles within each category. A selecting official may make selections from the highest quality category (Best Category) provided no preference eligible in that category is passed over to select a non-preference eligible in that category unless the requirements of 5 U.S.C. 3317(b) or 3318(b) are satisfied. Preference eligibles who meet minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent must be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.
