Summary
THESE ARE NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITIONS.
These National Guard positions are for MULTIPLE GS-0083-06 POLICE OFFICER (TITLE 5), Position Description Number T0067P01 in FAC 43CP05 and are part of the MO 131st Bomb Wing.
APPOINTMENT FACTORS: These are Permanent Title 5 Excepted Service positions. These are non-bargaining positions.
Performs and enforces the full range of security forces duties.
Patrols the installation on foot or in vehicles; responds to alarms, irregularities, and unusual or suspicious circumstances; and investigates the incidents.
Enforces traffic rules and regulations, including those related to speed, reckless and drunken driving.
Appears in court to testify as required in Military Courts Martial or Federal and State Court proceedings.
Provides sworn testimony based on the investigative process, evidence gathered, witness? statements in criminal and traffic courts.
Responds to and investigates emergency calls, complaints, and other calls for service, to include protests, active shooter events, and terrorist attacks.
Interviews subjects, complainants and witnesses to obtain information.
Analyzes and resolves conflicting testimony or evidence from witnesses through fact-finding until evidence to support a legal or administrative decision can be made.
Prepares reports of investigation in accordance with appropriate guidelines.
Serves as the primary command and control (C2) function for all Integrated Defense forces.
Monitors the installation alarmed facilities.
Acknowledges and assesses alarms, determines the priority level of each alarm generated, determines the operational procedures for the alarm and dispatches patrols.
Receives and records communications of emergencies, complaints, crimes, and accidents.
Coordinates with local, state, and federal law enforcement agencies, fire, rescue, and emergency units.
Directs patrols, record daily blotter information, and retrieve information through the FBI?s National Crime Information Center (NCIC) System and local or state information systems.
Accesses law enforcement databases to retrieve information and complete reports.
Acts as the initial on scene commander for significant and catastrophic events (e.g., active shooter, terrorist attacks, and natural disasters) and initiates Air Force Incident Management System (AFIMS).
Establishes initial command and control as others react to neutralize threats, secure resources, personnel, and property.
Incumbent must qualify and remain qualified in the use of required weapons, as the incumbent will be required to use firearms in performing duties.
This position has been identified as a designated position under the Air Force Drug Testing Plan. Incumbent(s) of this position is/are subject to the possibility of a random drug test.
Subject to duty position evaluation on a pass/fail standard in accordance with AFI 36-2646, Security Forces Training and Standardization Evaluation Programs.
Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.

Must be able to obtain and maintain the appropriate security clearance of the position
In accordance with the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968, an individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
Males born after 31 December 1959 must be registered for Selective Service.
Participation in direct deposit is mandatory.
Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established.
Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
Qualifications
GENERAL EXPERIENCE: Must possess qualifying general experience that includes experience in administrative, clerical, technical, or military work that involved protecting property, equipment, data, or materials; or that involved making judgments based on the application of directions, rules, regulations, or laws.
GS-06 SPECIALIZED EXPERIENCE: Must possess one year of specialized experience equivalent to at least the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector that provided you with knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property; conducting routine foot and/or vehicle patrols; responding to routine and emergency calls for police assistance; issuing traffic citations; questioning individuals at the scene of a crime; informing individuals about their rights as suspects; subduing unruly individuals; and preparing written reports involving criminal and/or civil offenses. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills.
LAUTENBERG AGREEMENT: These positions authorize the incumbents to carry a firearm. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition (Title 18, U.S.C., Section 922(g) (91)). Candidates who have been convicted of a misdemeanor crime of domestic violence are not qualified for this position. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense. False or fraudulent information provided by candidates is criminally punishable by fine or imprisonment (Title 18, U.S.C., Section 1001).
INVESTIGATION OF FITNESS:
A character investigation will be conducted on applicants selected for employment. The purpose of such an investigation is to secure evidence of the candidate's honesty, integrity, general character, and loyalty to the U.S. Government.
