Summary

The working title for this position is Duty Scientist. As a Duty Scientist, you will be performing the following duties:
Use observations, calculations, and interpretation of real-time geophysical, oceanographic, and geographic data to rapidly locate and characterize an earthquake or other potential tsunami source, determine the likelihood of tsunami generation, detect and characterize tsunami waves, forecast tsunami impacts, and create/disseminate appropriate tsunami warning products.
Monitor and evaluate scientific research relevant to tsunami warning operations; conduct applied research; and implement new science and techniques resulting from this work to improve the speed, accuracy, reliability, and effectiveness of tsunami warning center operations.
Improve rapid tsunami source detection and characterization by developing, evaluating, and/or implementing new seismological and other geophysical methodologies with a focus on original geophysical theories and conceptual models.
Communicate accurately and effectively with fellow staff, as well as national and international partners and stakeholders during and between tsunami emergencies about the tsunami hazard, safety, tsunami warning center procedures, and organization policy.
Develop or assist with training sessions for core partners and other customers of the tsunami warning system as well as for new hires and existing staff of the tsunami warning centers.
Note: The duties described are at the full performance level of the GS-13 grade level, and the duties at the GS-12 grade level are developmental leading to the GS-13 level.
PHYSICAL DEMANDS: The work is generally sedentary, though carrying heavy or bulky items is occasionally required. During large earthquakes and/or tsunami events, the increase in workload and the necessity for rapid dissemination of accurate warnings and updates requires periods of highly focused and intense work that may go on for several hours. Large earthquakes and/or tsunami events also often require the incumbent to work longer hours than is their usual shift. Such intense activity and the concomitant high level of responsibility may cause some physical and mental stress.
Noise from computer cooling fans as well as from communications equipment in the operations area can be a nuisance. The incumbent may also work several consecutive hours at a computer terminal.
WORK ENVIRONMENT: The incumbent will be assigned an office in which to perform work related to development projects and other non-operational and administrative tasks. Operations work is performed in the PTWC operations area. It closely resembles a large office with added specialized equipment. Operations work - doing system checks and responding to earthquakes - typically consumes about an hour during an eight-hour shift. Only a few earthquakes each month result in the issuance of an official tsunami product, and only a few earthquakes each year result in a warning level event that can last from a few hours to more than 24 hours.
CONDITIONS OF EMPLOYEMENT: May require some travel / Rotating shift and standby work is required as the TWC operates 24 hours a day, 7 days a week.
This position requires a Public Trust (Moderate Risk) Security Clearance.

Qualifications

To qualify for the 1313 series: BASIC REQUIREMENTS: This position requires applicants to meet a Basic Education Requirement in addition to at least one year of specialized experience in order to be found minimally qualified. You MUST meet one of the following basic education requirements:

B. Combination of education and experience: courses as shown in A above, plus appropriate experience or additional education.
AND
SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

To qualify at the GS-12: SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience MUST include all of the following:
Assisting with research or other professional work in geophysics;
Evaluating new scientific and technological information; and
Running software for the analysis of geophysical data.
To qualify at the GS-13: SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience MUST include all of the following:
Participating in research or other professional work in geophysics;
Evaluating and implementing new scientific and technological information; and
Analyzing data from networks of geophysical instrumentation.
