THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION for a IT SPECIALIST (PLCYPLN) (TITLE 5), Position Description Number T5248000 and is part of the IL DCSIM, National Guard.
This is an open continuous announcement. Initial cutoff will be 02 May 2023. Recruitment will continue through the announcement closing date until the position is filled.
This position is limited to all excepted permanent and indefinite temporary technicians within the ILNG.
As a IT SPECIALIST (PLCYPLN) (TITLE 5), GS-2210-11, you will:
Develop and manage an organization's Information Technology program or plan.
Provide support in the planning and analysis phase to ensure the mission and program management principles are documented.
Ensure the completion and review of life-cycle trends and cost-benefits analysis for installation information systems and support services.
Develop information policies, plans, and programs for an organization in conjunction with supervisors and management.
Develop, document, and maintain an organization's information technology architecture in support of organizational program goals and objectives.
Coordinate the completion and review of the various information technology reporting requirements in conjunction with supervisors and managers.
Analyze and manage the information management internal control program, analyze proposed systems and determine the program impact and resource requirements along with reviewing budget management functions.
Complete and review an organization's information technology budget submission to ensure that it reflects the goals and objectives of the organization.
Provide analysis and specifications for review by the organizational chief and supervisors to project fiscal impacts and requirements for budgetary issues.
Coordinate with various program managers in the analysis and reconciliation of fiscal issues in support of information management goals and program objectives.
Conduct analysis and audits of organizational programs.
Analyze findings and develop reports noting deficiencies found with suggested corrective actions designed to ensure the effective accomplishment of program goals, objectives, and policies.
Analyze new or proposed regulations, legislation, or operating procedures for impact on the information technology programs and operations mission.
Develop regulatory and policy documents for supervisors and managers.
Coordinate the completion of budget management functions in conjunction with all fiscal managers within the organization.
Analyze and review annual funding program and the impact it has on various organizational areas.
Prepare management reports and funding status reports based on the initiatives and objectives for review by supervisor.
Analyze and review the organization's projects and policies to ensure compliance with information plan objectives.
To ensure compliance with an applicable nationwide preliminary injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, our agency will take no action to implement or enforce the COVID-19 vaccination requirement for Federal Employees. Our agency may request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine.

This position is subject to provisions of the DoD Priority Placement Program.
Irregular and overtime hours may be required to support operational requirements or contingencies.
The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments.
Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

Qualifications
GENERAL EXPERIENCE: To qualify for this position, your resume must reflect sufficient experience and/or education to perform the duties of the position for which you are applying. SPECIALIZED EXPERIENCE: GS-11 Level - Must have one year of specialized experience equivalent to the GS-09 grade level in the Federal service in the normal line of progression for the occupation. Examples of specialized experience would typically include, but are not limited to: developing and managing an organization's Information Technology; developing information policies, plans and programs for an organization; coordinating the completion and review of various reporting requirements; analyzing and managing information management internal controls programs; conducting analysis and audits of information management programs; analyze new or proposed rules and regulations; coordinating the completion of budget management functions in conjunction with fiscal managers within an organization; and representing organization at meetings. OR
