This position is located in the Force Readiness Command, Training Division (FC-T) in Washington, D.C. or Norfolk, VA. The Division’s mission is to develop and manage all training and education systems policy and procedures to deliver "Superior Workforce Performance" to the entire CG workforce. The position serves as the subject matter expert for developing policy and planning within the Coast Guard Training and Education System.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Leads development of training and education policy, serving as an authoritative consultant and applying professional skills and knowledge to develop innovative and effective education and training policy that aligns with the Coast Guard's HPT approach.
  • Manages the organization, development, and implementation of multiple projects. Serves as team leader or chairperson for working groups, task forces, committees, etc.
  • Applies project management principles, both waterfall and disciplined agile project management, to coordinate and lead teams.
  • Manages the development of the Training System strategic plans, responsible for coordinating Training System/Center development and monitoring of metrics that support short and long-range strategic program goals.
  • Serves as authoritative consultant, establishes guidelines and policy for evaluation and quality
    assessment of new or modified education programs.

Qualifications

TO qualify, applicant must meet the BASIC REQUIREMENTS of the position:

Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:

  1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
  2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
  3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
  4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
  5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

 In addition to meeting the basic requirements listed above, applicants must have specialized experience as identified below.

To qualify at the GS-14 level: Applicants must have at least one (1) year of specialized experience equivalent to the GS-13 grade level in the Federal service.  Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Examples of specialized experience include:  

  • Managing the training and education of workforces through a Training System
  • Overseeing the implementation of Human Performance Technology (HPT) and Instructional System Design (ISD) principals
  • Providing oversight and direction of HPT and ADL analysis projects and processes
  • Consulting on the use of HPT to resolve human performance problems
  • Serving as a Contracting Officer Representative Level 2 
  • Setting performance expectations with subordinates for instructional systems development projects
  • Planning, establishing, and directing cost effectiveness programs encompassing extremely large scale, complex, and diverse projects for training and education systems
  • Overseeing the formulation of budget policy, strategic direction, and guidance for use in developing integrated budgets for a significant organizational component or to fulfill multi-year objectives for a program with national impact.


To qualify at the GS-13 level: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Examples of specialized experience include:  

  • Expert knowledge of instructional systems and performance technology along with the skill sufficient to serve as instructional systems specialist in all areas of the instructional design process.
  • Expert knowledge and skill to analyze performance problems and to identify appropriate performance interventions.
  • Expert knowledge of instructional systems and performance technology including areas of analysis, instructional design, development of alternative delivery systems, and implementing performance interventions which enhance training proficiency while minimizing time and cost.
  • Expert knowledge and skill of the latest developments in the field of performance and instructional technologies to ensure organizational needs are met and to functions as lead designer, developer, and evaluator for internal and external evaluation systems.
  • Advanced familiarity with and experience in applying analytical techniques (i.e., performance and organizational analysis, strategic needs/goal analysis, gap analysis, front-end analysis, job task analysis, training needs analysis, task analysis, cost benefit analysis) the Coast Guard uses to study and solve workforce performance problems.
  • Ability to provide mastery level consulting, advice, and recommendations regarding all processes used to analyze, evaluate and recommend both traditional performance support (i.e., resident training or job aids) and modernized performance mixed modality support (i.e. mobile applications, electronic performance support systems, self-paced eLearning, and blended online and remote training).

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Recruitment Incentive: Selectee(s) for this position who are newly appointed to a permanent position are authorized to receive a one-time recruitment incentive of 10% of the salary, including locality for this position. Receipt of the bonus will require a 12-month service agreement.

Relocation Incentive:  Selectee(s) for this position who are current federal employees on permanent appointments and will be moving outside of the current commuting area of their current position to accept this position are authorized to receive a one-time relocation bonus of 10% of the salary including locality for this position. Receipt of the bonus will require a 12-month service agreement. The employee must establish a residence in the new geographic area prior to payment.

Student Loan Incentive:  Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year. More than one loan may be repaid if the combined repayments do not exceed $10,000. Receipt of this incentive will require a three-year service agreement.

Supervisory Probationary Period:  This is a supervisory position, under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a one-year probationary period.

The necessary Knowledge, Skills, and Abilities to perform this job are:

1. Knowledge of Human Performance Technology (HPT) systems, designs, concepts, principles, and practices.

2. Knowledge of Instructional Systems Design.

3. Ability to plan, design, and conduct training and education evaluation and measurement effectiveness models.

4. Knowledge of Strategic Planning and quantitative data analysis including descriptive statistics and basic predictive statistics.

5. Knowledge of instructional programs, courses, systems, processes, and various training platforms used by the Coast Guard.

6. Knowledge of automated education systems, use of personal computer, and Microsoft (MS) office applications such as MS Word, Excel, PowerPoint, and Access.
