Help

You will:

-Plan and manage Geospatial Database Administrator (GIS) database administration.

-Oversee GIS analysis and mapping project delivery among GIS staff.

-Coordinate among GIS users across the agency by conducting, facilitating, or broadcasting GIS workgroups and meetings.

-Recommends implementation approaches for GIS software and systems analysis.

-Oversee GIS software installation, management upgrades, integration, and evaluation.

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

Qualifications

To qualify for this position, you must have either:

-IT-related experience demonstrating each of these four competencies:  1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail; 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations;

OR

-a bachelor's or higher degree from an accredited or pre-accredited college or university in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.  For information about accreditation requirements, visit EPA Announcement Policies and Procedures.

In addition to the basic requirements above, you must meet the following requirements:

To qualify for the GS-12 level, you need to have at least one year of full-time experience equivalent to the GS-11 level defined as experience providing support for or performing work with Geographic Information Systems (GIS).

Your answers to the online assessment will be used to evaluate your competencies in the following areas:  

-Skill in applying GIS data management concepts and techniques.

-Knowledge of GIS software design principles and methods.

-Skill in using standard data gathering and analysis techniques to collect and review technical information.

-Knowledge of the enterprise IT infrastructure and the interrelationships among multiple IT specialties.

-Skill in communicating technical information to a technical or non-technical audience. 

-Skill in project management.

-Skill in identifying and solving complex problems. 

-Ability to provide customer support in order to enhance the performance of customer business activities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
