The Deputy Director (DD) is a key member of the Bureau's executive team and is delegated to act for the Bureau Director in determining the best ways to use economic expertise to enhance the Commission's actions. Performs analyses and recommends new initiatives for economic study and evaluation to the Bureau Director and Assistant Directors and provides analytical support to legal investigations, as needed. Performing the analyses and making recommendations demand a high degree of skill, insight, and originality in developing economic studies, as well as a knowledge of the laws applicable to particular economic situations. Recommendations made are based on an extensive understanding of economic theory and evidence. May be responsible for setting up economic conferences covering a wide range of topics with potentially far-reaching impact.
Oversees Bureau research and studies on matters pertaining to the economic implications of various Commission programs and policies involving both competition and consumer protection issues. These analyses may be the source of advice and assistance to individual Commissioners, the entire Commission, or the broader economic policy community. Many of the economic issues confronted by policy have not been addressed by prior economic research.
At the request of the Bureau Director, leads the evaluation, interpretation, and analysis of economic issues in legislative and policy recommendations. The incumbent is delegated complete responsibility for developing the economic analyses of the problems addressed, for applying Commission policies and laws to economic matters, and for leading the preparation of memoranda or reports setting forth the findings in clear and precise language.
Establishes and maintains contacts with academicians and other experts in the field of economics, involving extensive contacts with academicians and leading economic experts throughout the country. Engages in frequent contacts with other agencies and private institutions, and occasionally has contacts with Congressional representatives and with representatives of industry. In conferences with members of the public and other employees of the government, the incumbent acts with wide latitude and discretion, within the framework of Commission policy and general instructions of the Bureau Director. Stays abreast of recent publications in industrial organization, the economics of information, and other relevant areas of economics, and ensures that the Bureau staff has access to continuing economic educational opportunities in order to maintain and improve their professional skills. Engages in frequent personal contacts and conferences with senior personnel of other Bureaus and Offices of the Commission and maintains liaison with the staff of the General Counsel and legal advisors to the Commissioners to aid in the proper analysis of complex economic matters. Through these means, the incumbent provides the Commission access to current economic expertise needed for its missions. Serves as a principal advisor and consultant to the Commission and may be called on as an expert witness at trial, as a representative of the Commission on interdepartmental committees, or to represent the Commission before federal, state, or local regulatory bodies.
Directs the overall management of the Bureau and is the key individual the Bureau Director relies upon for managerial advice and expertise. Develops, implements, and evaluates the Bureau's strategic and operational planning, resource allocation, infrastructure, human resource, and financial management systems. As required, the Deputy Director represents the Bureau Director at management and other meetings involving overall Bureau direction and guidance.
The DD's accountability for the success of assigned programs or projects encompasses responsibility for the full range of factors that affect program and project accomplishment. This includes obtaining the resources necessary to accomplish the program or project and assuming responsibility for their effective use; and dealing with key officials from within and/or outside the agency to gain understanding and support for the program or project. The DD monitors progress toward organizational goals and makes appropriate adjustments to such goals, including monitoring work status through formal and informal means to evaluate progress toward objectives; assessing overall effectiveness, efficiency, and productivity; and identifying, diagnosing, and consulting on problem areas related to implementation and goal achievement and making decisions on alternative courses of action. Administratively and professionally provides overall direction to the Office of Applied Research and Outreach. Oversees through subordinate supervisors, the work of an economist, statistician, research analyst, and an administrative support staff in accomplishing Bureau goals and objectives.

You will serve a one-year probationary period unless you have previously completed the probationary period in the Senior Executive Service (SES).
The individual selected will be required to file an Executive Branch Personnel Financial Disclosure Report (OGE Form 278) in accordance with the Ethics in Government Act of 1978.
The agency is currently exploring the possibility of having a remote workforce for current and future employees beyond September 2022.

QUALIFICATIONS:
As a basic requirement, applicants must demonstrate technical and professional competence as described in the MandatoryProfessional Credentials/Technical Qualifications section below and executive leadership capabilities as described in theExecutive Core Qualifications (ECQs) of the SES listed below. Typically, experiences of this nature will have been gained at or above the GS-15 grade level or its equivalent in federal service, or with state or local government, private industry, or nongovernmental organizations.

Advanced post-graduate degree in the field of economics.
Comprehensive understanding of Commission policies and objectives in order to formulate plans and recommendations for future initiatives.
Familiarity with various laws enforced by the Commission and the ability to determine their applicability to various economic situations.
Mandatory Technical Qualifications (should not exceed two pages per qualification):
MTQ1 - Thorough knowledge of the theories and principles of economics, particularly those relating to competitive and monopolistic practices, industrial organization and control, consumer protection, and government regulation of business.
MTQ2 - Advanced training or extensive practical experience in industrial organization, econometrics, and quantitative economics to analyze and explain economic issues dealing with the nation's largest corporations and broad industry-wide practices and policies and to justify the analysis on the basis of available information and data.
MTQ3 - Experience advising the highest levels of an organization, including senior executives and members of a private or governmental board or commission who have different perspectives and priorities, on highly sensitive matters of economics, and policy.
EXECUTIVE CORE QUALIFICATIONS:All applicants must submit written statements describing accomplishments that would satisfy the ECQs.
