Help

Major duties include, but are not limited to:

  • Setting team goals and directing the work of subordinates.
  • Planning projects, setting deadlines, evaluating performance of subordinates, and performing other supervisory duties.
  • Allocating resources to teams; directing budget, management analysis, staffing, supply, maintenance, payroll, or similar services; and directing administrative services and activities.
  • Identifying and integrating internal and external program issues affecting the immediate organization, such as those involving technical, financial, organizational, and administrative factors.
  • Developing, implementing, evaluating, and improving processes and procedures to monitor the effectiveness, efficiency, and productivity of the program.
  • Reviewing and approving reports, decisions, case documents, contracts, or other action documents and making recommendations.
  • Leading OIC's Systems and Database Management unit of the Systems and Reporting directorate.
  • Engaging with VHA and VA senior leadership to identify, assess, and strategically respond to risks that could impact the organization's ability to achieve its mission.
  • Managing information systems that capture critical information on agency risks mitigation strategies and creating reporting mechanisms to inform VHA leadership of the agency's current risk exposure.
  • Performing Risk and Control Assessment
  • Serving as the Risk Management subject matter expert on all data governance and system processing work groups and committees.
  • Collaborating with agency leadership to align risk and issue management initiatives and documentation.
  • Identifying risks, issues, and opportunities in oversight reports and assessing corrective action plans to ensure root cause is being addressed and not creating new, unaddressed risks for the organization.
  • Leading multidisciplinary workgroups to develop data-driven and evidence-based systems development.
  • Working with key stakeholder groups to address challenges and vulnerabilities related to compliance, risk, fraud, waste and abuse detection and prevention, risk management, monitoring, and data analytics.
  • Participating in the development of directives, policies, and procedural documentation.
  • Analyzing risks across VHA Operating Units utilizing OIC Risk Management Systems.
  • Participating in virtual and on-site compliance program evaluations and consultations of VHA Operating Units.
  • Providing effective technical guidance to risk management leadership and project teams to ensure appropriate data quality, data analysis and interpretation of analytical results.
  • Collaborating with VHA operating units including VISNs and medical facilities to implement standardized risk management and internal control activities.
  • Creating databases and conducting analyses using cloud-based systems and computer software such as PowerApps, Power BI, Tableau CRM and Salesforce.
  • Maintaining information systems that capture risk and internal control information and serving as subject-matter expert to development teams for all system enhancements and defects management.
  • Preparing comprehensive reports, presentations, and leadership briefings of study results.
  • Developing and delivering reports and presentations to VHA leadership that inform on a range of topics pertaining to risk and internal controls.
  • Supporting the creation and delivery of training materials that educate individuals at all levels of responsibility on topics pertaining to VHA's risk management systems.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/12/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

GS-14 Qualifications
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization.
NOTE: To be minimally qualified for this position, you must meet 5 of the 8 examples of specialized experience listed below. Specialized experience is:

  • Knowledge of the extensive body of rules, procedures, regulations, and/or operations in enterprise risk management.
  • Leading multidisciplinary workgroups to develop data-driven and evidence-based systems development.
  • Analyzing risk mitigation strategies.
  • Maintaining information systems that capture risk and internal control information.
  • Analyzing risks across VHA Operating Units utilizing OIC Risk Management Systems as a data repository to identify commonalities, patterns, and interdependencies that result in compounded risk exposure for the organization.
  • Preparing comprehensive reports, presentations, and leadership briefings of study results.
  • Developing, implementing, evaluating, and improving processes and procedures to monitor the effectiveness, efficiency, and productivity of the program.
  • Performing supervisory duties.

Physical Requirements: No special physical demands such as above average ability, dexterity, or strength are required to perform the work. Work is sedentary and the employee may sit comfortably. There may be some walking, standing, bending, carrying of light items, etc.
