Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Provides support to overall operational and maintenance function necessary for the internal operation and functioning of the Rivers Project. Responsible for the overall managementof the District's maintenance management program, Facilities and Equipment Maintenance (FEM).

Duties

Help
  • Serves as the Rivers Project's primary point of contact and responsible party for management, control, coordination, and execution of assigned responsibilities in conjunction with the implementation of the FEM System.
  • Responsible for coordination and support to personnel, plant, and other resources in order to coordinate and carry out the requirements and participate in the development of comprehensive preventative maintenance plans,
  • Performs diverse technical and administrative work in support of navigation programs, projects, and functions.
  • Provides recommendations through supervisory channels to the Rivers Project Asset Manager and/or District Asset Manager on short -term and long-term plans to assure the sufficiency of the project's FEM program.
  • Utilizes knowledge of project facilities and operations to analyze trends, data, and statistics and determine feasibility of implementing changes to operational and maintenance processes.
  • Performa data integrity checks on existing data; reconciles incomplete or conflicting information, researches and tests unusual circumstances and problems, and corrects any issues.
  • Maintains a close working relationship with other Projects, the District Asset Manager and familiarity with Division, and Headquarters Asset Managers to stay abreast of latest technologies, policies, regional, and national programs.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes administering operations and/or maintenance service contracts for construction, services, and/or supplies, performing Quality Assurance reporting or inspections, developing specifications, scopes of work and/or performance work statements for varying types of contracts, and identifying required repairs and/or maintenance for facility grounds and/or structures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in engineering, industrial arts, property management, or business administration. (Note: You must attach a copy of your transcripts.)

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages

The Rivers Project Office is located in West Alton, Missouri on the banks of the Mississippi River. It is approximately 20 miles from downtown St. Louis near the confluence of the Mississippi and Missouri rivers and is home to the Riverlands Migratory Bird Sanctuary and The Audubon Center at Riverlands. The position assists in the management of approximately 50,000 acres of floodplain habitat.
