Help

As a Program Coordinator (GIS), you will:

  • Serve as a technical resource and provide support on all areas for the Geographic Information Systems (GIS) program including utilizing and managing the technical software for programming decisions.
  • Incorporate all roadway and bridge inventory and inspection data, crash data, and traffic volume data collected on the nationwide federal lands roads into the GIS.
  • Advise in GIS planning, development, and maintenance activities related to the Federal Lands Transportation Program (FLTP) or the Federal Lands Highway (FLH) and the National Park Service (NPS).
  • Develop and make recommendations for implementation processes and procedures for the manipulation and analysis of data for programming, planning, and project development purposes.
  • Participate on interagency task teams, developing and presenting GIS information at various meetings and conferences.
  • Assist in preparing training and on-call user support in the use of GIS software and other Engineering Software.

The ideal candidate for this position has experience or knowledge of Geographic Information Systems (GIS) and the process of collecting, analyzing, and visualizing GIS data for use by programmers, planners, and engineers. The ideal candidate also has experience expanding the use of GIS across offices in different geographic locations and coordinating/collaborating to reduce duplication of efforts regarding datasets and tools/applications using the data. They should have strong communication skills and have experience using word processing, data reduction, data input, and mapping software.

CONDITIONS OF EMPLOYMENT:

  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
  • TELEWORK ELIGIBILITY: This position is approved for telework. The number of telework days approved is determined by the agency policy, the approval of your immediate supervisor, and if applicable, approval of additional officials. You are required to report to the office on a regular basis since this is not a full-time telework position or approved as a remote work position.
  • BACKGROUND INVESTIGATION: You will be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.

Qualifications

For the GS-11:

To qualify on Experience, you must have at least one year of experience equal or equivalent to the GS-09 grade level, which included:

  • Experience analyzing, manipulating, and/or modeling GIS data and incorporating into other GIS systems; AND
  • Experience in applying GIS practices and procedures which may include linearly referenced data, analyzing data from other sources, and geometric and global positioning systems.

Or, to qualify on Education, you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. Transcript(s) are required for verification. 

You can also qualify based on a combination of higher level graduate education and experience.  This must be fully supported in your included resume and transcripts.  

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will also be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Geographical Sciences - Knowledge of the concepts, principles, theories, and methods for describing the location and distribution of land, sea, and air masses, including their physical locations, relationships, characteristics, and what the land supports.
  2. Communications - Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed. Writes in a clear, concise, organized, and convincing manner for the intended audience.
  3. Computer Skills - Uses computers, software applications, databases, and automated systems to accomplish work.

Students enrolled in a qualifying degree program can apply if the anticipated graduation date is within six months of closing date of the announcement. Graduation transcript must be received before start date. Other applicants must meet all qualification requirements by the closing date of this announcement.

Education

Graduate Education: If using graduate education to qualify, education at the graduate level (above a bachelor's degree) in an accredited college or university in the amounts specified meets the requirements. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.
