This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for certain Personnel of the DoD workforce to recruit and appoint qualified candidates to positions in the competitive service.

Help
  • Personally performs, or leads others in the performance of, a full range of field engineering functions associated with assigned projects at Resident or Project Office level.
  • Analyzes situations, develops cost-estimates, and determines most practicable methods of accomplishment and time involved for purpose of comparison of proposal from contractor.
  • Insures compliance with procedural requirements on contractor's cost proposals for changes and/or delivery orders.
  • Reviews contractor prepared shop drawings and submittals for sufficiency and contract compliance.
  • Utilizes organizational construction management automation programs, financial management systems, and various scheduling programs, for upward reporting and day-to-day quality assurance management of assigned projects.
  • Observes and investigates all construction phases to insure compliance with contract schedules, specifications and shop drawings; identifies actual or potential problems and determines necessity for changes or remedial action.
  • Assures contractor adherence to the Corps Safety Manual (EM 385-1-1), checking on work areas, and methods of performance, etc. for safe practices.
  • Coordinates scope validation meetings for delivery orders with user, contractor and others for indefinite quantity contracts including JOC contracts.
  • Coordinates with other contractor, private concerns and government agencies involved to preclude conflicts, jurisdictional disputes, and to maintain effective public relations on assigned construction projects.
  • Makes recommendations for changes in construction to meet field conditions.
  • Applies practical knowledge of engineering methods and techniques as they relate to construction.

  • IF selected for TEMP - An agency may make a temporary appointment for a specified period not to exceed 1 year. The appointment may be extended up to a maximum of 1 additional year (24 months of total service) in accordance with 5 CFR 316.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GS-05 Specialized Experience: One year of specialized experience equivalent to the GS-04 grade level in the Federal service which includes Basic practical knowledge of standard construction principles, concepts, methods, and equipment sufficient to perform such work as: ensure adherence to safety standards and environmental regulations; relay guidance and instructions to project inspectors; observe adjustments in workflow, priorities and normal procedures necessary to ensure smooth and timely operations.
OR
Education: Must have successfully completed a full four-year course of study leading to a bachelors degree (a) with a major study in engineering, construction, or industrial technology; or (b) that included at least 24 semester hours in any combination of courses such as drafting, surveying, mathematics, physical science, industrial technology, industrial arts, or technical subjects pertinent to construction; or engineering technician work such as electricity, material testing, or engineering mechanics. OR
Combination of Education and Experience: A combination of specialized experience as described in A, but less than one year; and I have some education leading to a bachelors degree but less than required in B. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). GS-06 Specialized Experience: One year of specialized experience equivalent to the GS-05 grade level in the Federal service which serving as a construction representative on conventional, non-complex or minor dredging, dike construction or other water control construction projects assuring adequate inspection.

Education: Successfully completed a half year (i.e., 9 semester hours) of graduate level education in a field directly related to the work of the position, such as academic program in such as engineering, construction, or industrial technology or comparable program that includes curriculum that concentrates on drafting, surveying, mathematics, physical science, industrial technology, industrial arts, or technical subjects pertinent to construction.
OR
Combination of Education and Experience: Combination of specialized experience as described above, but less than one year; and I have some graduate level education as described above, but less than the required half year. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education by 9. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). GS-07: Specialized Experience: one year of specialized experience equivalent to the GS-06 grade level in the Federal service which includes serving as a construction representative on conventional, non-complex or minor dredging, dike construction or other water control construction projects assuring adequate inspection, and to control or monitor the construction operations.

Education: One full year of graduate level education in a field directly related to the work of the position, such as engineering, construction or industrial technology or comparable program that includes curriculum that concentrates on drafting, surveying, mathematics, physical science, industrial technology, industrial arts, or technical subjects pertinent to construction.

Combination of Education and Experience: Combination ofspecialized experience as described above, but less than one year; and I have some graduate level education as described above, but less than the required one year. GS-08: Specialized Experience: One year of specialized experience equivalent to the GS-07 grade level in the Federal service. Specialized experience is defined as applying substantial knowledge of construction inspection and quality assurance methods and techniques to independently inspect a wide variety of standardized construction features; perform quality assurance work to ensure contractor compliance with complex contract plans and specifications; inspects contractor operations to insure compliance with safety requirements.

Education: successfully completed one and a half years (i.e., 27 semester hours) of graduate level education in a field directly related to the work of the position, such as engineering, construction, industrial technology or comparable program that includes curriculum that concentrates on drafting, surveying, mathematics, physical science, industrial technology, industrial arts, or technical subjects pertinent to construction. Combination Education and Experience: Combination of specialized experience as described above, but less than one year; and I have at least one year of graduate education as described above, but less than the required two years. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-09 Specialized Experience: One year of specialized experience equivalent to the GS-08 grade level in the Federal service. Specialized experience is defined as inspecting standardized construction methods, materials and practices; determining acceptability of materials and workmanship to ensure it conforms to established standards and practices; explaining standard requirements of plans and specifications; inspecting contractor operations to assure compliance with safety requirements.
OR
Education: successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or with a major study in position such as engineering, construction, or industrial technology. Or a degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: position such as engineering, construction, industrial technology or comparable program that includes curriculum that concentrates on drafting, surveying, mathematics, physical science, industrial technology, industrial arts, or technical subjects pertinent to construction. Combination of Education and Experience: Combination of specialized experience as described above, but less than one year; and I have at least one year of graduate education as described above, but less than the required two years. GS-10 Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service. Specialized experience is defined as reviewing of project plans and specifications to determine bid ability, constructability, site compatibility and anticipated problems; recommending to contractor on requirements concerning construction scheduling, progress reporting, work acceptance procedures, safety measures; observing all construction phases to insure compliance with contract schedules, specifications and shop drawings.

GS-11 Specialized Experience: One year of specialized experience equivalent to the GS-10 grade level in the Federal service. Specialized experience is defined as: providing management advisory and technical services in relation to construction control; identify, evaluate, and recommending appropriate solutions to resolve construction problems; conduct quality control of construction project ensuring safety and related practices are met; analyzing construction phases to insure compliance with contract schedules, specifications and shop drawings.
