Summary

This position is located in the Architect of the Capitol (AOC), Office of the Chief of Operations, U.S. Botanic Garden (USBG), Learning and Engagement (L&E) Division. The selectee serves as a Project Manager for exhibit and interpretation development and educational initiatives.  The selectee is responsible for facilitating communication between stakeholders, creating and tracking timelines, and ensuring deliverables are on time to keep projects moving forward, within cost and on schedule.

Duties

Help

The individual selected for this position works closely with the division’s senior personnel and includes collaboration with other USBG Divisions, external contractors and other internal and external stakeholders.

MAJOR DUTIES:

Project Management

Provides oversight of projects within the responsibility of the L&E Division such as exhibit development, L&E initiatives and and/or USBG-wide projects that include significant input from L&E.

Schedules and coordinates meetings with contractors, L&E employees, USBG employees and internal and external stakeholders.

Collaborates with Learning and Engagement Manager, Chief of Learning and Outreach, Chief of Visitor Services and Visual Information Specialist to create and manage reasonable and actionable project timelines, ensuring deliverables are generated and reviews are conducted in a timely manner to keep the project moving forward.

Manages project communication with all project stakeholders; Communicates and collaborates with internal stakeholders in the AOC and USBG, including USBG Leadership and the Administration, Horticulture, Operations and L&E divisions of the USBG.

Problem solves to quickly identify and resolve issues and develops and implements action plans to improve project execution; Identifies, proposes and implements resolutions for potential conflicts in work schedule, space use and division and resource use and organization.

Collaborates with coworkers and management to resolve conflicts; Identifies and proposes solutions to project needs, as well as cost-savings and efficient use of resources.

Project Administrative Support

Functions as Contract Officers Representative (COR) for procurements and contracts related to exhibit development, educational consultants and supplies.

Participates in the review of bids and technical and business discussions for a variety of projects.

Ensures that projects are effectively inspected, monitored, controlled and evaluated within timeliness, cost and performance conditions.

Assists in the implementation of scope changes to the contract once approved in writing by the Contracting Officer on the Government’s behalf when appropriate.

Reviews completed work, evaluates quality and recommends acceptance or rejection of completed work to the Contracting Officer prior to any payment.

Assists with securing badges for contractors, scheduling deliveries from contractors and monitoring contractors during project installations.

Tracks and archives important project documentation and deliverables; Coordinates distribution of project deliverables and compiling reviews for submission to the contractor or other stakeholders in accordance with the project schedule.

Assists with developing and tracking budgets for the L&E division as well as assigned projects.

Works closely with the Learning and Engagement Manager, Chief of Learning and Outreach, Chief of Visitor Services and Visual Information Specialist to ensure project needs are identified and communicated to stakeholders throughout the USBG, AOC and external stakeholders.

Performs other related duties as assigned.

Qualifications

To meet the qualifications for this position, you must possess the following:

Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
 
Candidates for the GS-11 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-09) grade level in the Federal service.

Specialized experience for this position includes the following:

  1. Prepares detailed action plans and schedules for long and short-range project accomplishments in support of exhibits or learning and engagement activities.

  2. Develops and/or manages a system to review, control and report on project deliverables.

  3. Monitors, inspects, controls and evaluates project costs, work and contractor performance.

  4. Serves as a Contracting Officer’s Representative (COR) or equivalent.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

Combination of education and experience: Equivalent combinations of education and experience may be combined to meet the total qualification requirements.

Special Instructions for Foreign Education: 

Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs to be acceptable for Federal employment.

Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part of foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree.

You must provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing if selected.
