Summary

This position is located in the Department of the Treasury, Departmental Offices (DO), Under Secretary Domestic Finance, Office of Financial Research (OFR), Office of the Chief Technology Officer (CTO), Data Operations. The incumbent serves as the Data and Product Operations Supervisor responsible for ensuring effective coordination and management of OFR Data Products and the related collection, persistence and distribution of financial and market data used to create the Data Products.

As a Supervisory IT Specialist (DATAMGT) (Data & Product Operations Supervisor), you will:

  • Work with the business to determine data operations needs and requirements as well as with the various areas of IT to identify technologies and solutions that meet the data needs of the organization. Some technologies or processes do not currently exist within OFR and will require analysis to match business needs to solutions that are relatively new to the marketplace or identify how to build a solution in house when a technology does not yet exist.
  • Assess the impact of forecasted changes in technology and business requirements and recommending appropriate changes to data management and governance plans and strategies.
  • Develop data governance and management concepts, principles, procedures, methods, and practices to facilitate OFR's data products.
  • Advise other IT experts (within OFR, FSOC agencies, and other sister agencies) on a variety of situations and issues that involve applying or adapting data management and technology concepts, principles, methods, or practices, to implement OFR data management improvements.
  • Serve as a financial data and operations expert and consultant to OFR Senior Management and FSOC agency officials to advise on improving data quality and data management, as well as identifying how data can be integrated and managed efficiently across similar products.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience for the OR-60 (GS-14): you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the OR-53 (GS-13) grade level in the Federal service.

Specialized experience for this position includes ALL of the following:

  • Experience delivering technical and business-oriented data solutions to end users in research and analysis roles using two or more types of financial market data. Examples of financial market data include money market funds, hedge funds, credit default swaps, private equity, repurchase agreements (repo), macroeconomic indicators, options, and futures; AND
  • Experience working directly with data users and Information Technology specialists to document and evaluate business requirements, data architectures, or data models/structures to facilitate the data acquisition, onboarding, development and delivery of financial market related data products; AND
  • Experience leading teams on a variety of financial market data initiatives utilizing project and data management principles, data analysis, data administration, data quality, or data architecture.


In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.

  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Time in Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the OR-60 (GS-14 equivalent), you must have been at the OR-53 (GS-13 equivalent) level for 52 weeks.
