The incumbent serves as an expert and authority in assigned areas of statistical programming, data analysis, and empirical methods as applied to the economic issues of copyright and the creative industries; contributes to and, as assigned, leads research projects supporting the mission of the Chief Economist or requested by the Register of Copyrights, or Members of Congress. Maintains, and promotes data and research tools that can be used by external researchers and the public; prepares documentation for internal and external datasets, to include information about the construction and characteristics of the data as well as institutional factors that may affect the interpretation of the data; produces written reports for internal use. Prepares or contributes to research reports for publication by COP and scholarly articles published in peer-reviewed outlets.

As assigned, acquires the necessary data from internal and external sources; may determine or recommend the statistical/quantitative methods to be used; may lead research team members in data analytic research tasks; when leading teams, is responsible for the team's final output.

Participates in formulating, planning and execution of analytical research projects, collaborating or leading approved projects. May identify specific policy research areas that merit investigation; determines and makes recommendations on whether research questions or issues of national or international significance are amenable to statistical/quantitative inquiry, and identifies data needed to address the inquiry, potential data sources, and their limitations (e.g., integrity, time and cost to obtain). Evaluates data sets and related information about the data in situations that require developing new or modifying existing methods and/or where the data itself may be rendered highly complex by high degrees of incompleteness, controversy, or uncertainty.

Customizes and integrates a wide variety of complex statistical programming and data analysis software packages (e.g., Stata, R, Python, and others). Applies appropriate data collection, data management, statistical analysis, and graphical presentation techniques and methods to analyze large public and private data sets and address public policy issues relating to copyright and the creative industries. Modifies, adapts, and may develop new techniques for data analysis and interpretation to answer relevant research and operational questions; and, as appropriate, transforms data sets, which may be large and complex, into customized data sets for the use of analytical staff in addressing public policy issues.

Writes or customizes highly complex statistical programs. Applying an understanding of relevant policy issues, uses quantitative/statistical methods to address questions around potential or proposed public policy changes. Models anticipated results of alternative policy options; assembles and integrates data, including importing and exporting data from and to multiple data management systems; runs consistency checks to confirm data integrity; structures and “cleans” data sets; evaluates reliability of information. Runs programs and generates statistical analysis, accompanying tables, and other output in the agreed-upon format for use in addressing public policy issues; analyzes, interprets, and validates results. As needed, recommends alternative formats that enhance the effectiveness of the analysis; ensures that national data standards and other applicable standards are met; documents the computer code created and methodological approaches utilized, creates technical appendices that cover all pertinent factors and relationships of the data analyzed, and prepares other appropriate written documentation.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Knowledge of statistical methods.**

Ability to perform statistical reporting using computer systems and software applications.**

Ability to perform statistical analysis and data management for a program.**

Ability to manage special projects and conduct empirical studies and reviews.**

Ability to serve as a liaison for an organization and develop and maintain effective working relationships

Ability to communicate in writing.

Ability to communicate effectively other than in writing.

Education

  1. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

  2. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

Foreign Education – Education completed outside the U.S. must be deemed equivalent to conventional/accredited U.S. education programs to be acceptable for Federal employment. If your college/university is outside the U.S., your transcripts must be accompanied by a report from a credential evaluation service that is a member of the National Association of Credential Evaluation Services (NACES) or the Association of International Credentials Evaluators (AICE). Failure to submit a foreign education evaluation report will result in disqualification of your application.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
