Summary

The Public Affairs Specialist develops public affairs campaigns, fosters community relations, and performs internal programs as follows:

  • Develop comprehensive communications strategies and content, collect relevant data, and determine audience.
  • Develop campaign materials including fact sheets, news releases, social media posts, imagery and branding, articles for magazines and trade papers, and multimedia scripts.
  • Evaluate information on problems encountered in communicating the organization's programs and recommend specific information activities designed to meet those problems.
  • Research the intended audience (i.e. the impacted community) and adjust communications so they can be received and understood by a wide variety of audiences, including those with low English literacy, low technical capacity, or in areas of limited bandwidth.
  • Analyze complex management information and statistical reports that include data visualizations to develop persuasive narrative on the importance of environmental justice work to the public, the Department, Congress, and the White House through reports, scorecards, and factsheets.
  • Work with IT Specialists and Visual Designers to update the Office and Division's internal and public-facing websites with current information using content management system and to engage the public by creating compelling internet, multimedia, and social media across multiple channels.
  • Collaborate with Data Specialists to develop dashboards, reports, and infographics for distribution inside the Federal government and to the general public demonstrating the breadth and depth of work.
  • Contributes narrative, data, and data visualization to comprehensive annual Office and Division statistical reports, reports to Department leadership, and other reports or scorecards required by Executive Orders, the White House Council on Environmental Quality, or the White House Environmental Justice Interagency Council.
  • Collaborate with the Office's Community Outreach Specialist and others in the Department working to advance environmental justice (including case teams) to effectively convey information about the organization's environmental justice efforts.
  • Coordinate with the Department's Office of Public Affairs on any engagement with the media.

Qualifications

To qualify for GS-13: You must have one year of specialized experience at, or equivalent to, the GS-12 Federal grade level or above performing the following: executing a public affairs program of national significance; engaging in customer relations with specialized communities; and developing written materials designed to encourage individuals to cooperate.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skill and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
